At the conclusion, Mr. Hale dealt with fiscal <br />aspects of the needed improvements. He estimated that <br />the total cost of the recommended improvements would <br />be $2,484,789.00. Alderman Tuttle moved that the <br />City Manager contact fiscal agents for overal I plann- <br />ing of the City's financial needs, to meet with the <br />Counci I. Alderman Whittenberg seconded the motion, <br />which passed by common consent. <br />In conclusion, Mr. Hale made the fol lowing pertinent <br />comments and recommendations: <br /> <br />I <br /> <br />I. A fiscal agent must be contacted for planning <br />2. An engineering firm should be employed to carry <br />forward the plans <br />3. A tax consultant should be employed <br />4. An architect should be employed to design a new <br />City Hal I and Fire Station <br /> <br />A Comprehensive Plan is needed for the City of San Marcos, <br />Mr. Hale said, and Counci Imen should immediately select a <br />"t~tal team". He stated that San Marcos' development plans <br />could be tied in with a number of new Federal grants. He <br />reminded the Counci I of the importance of keeping the Work- <br />able Program current. He recommended that the City Manager <br />be provided with help to work out the plans. Mr. Hale also <br />cited the need for initiating an Outside the City Limits study. <br />"What we have done", he said, "is provide a good base for a <br />Comprehensive Plan". <br />The Mayor thanked Mr. Hale and his associates for an excellent <br />presentation. Alderman Pool moved that the City accept the <br />Hale Report on Survey and Planning for Water, Sewer, Streets I <br />and 8rid~es.
