<br />The Mayor read aloud a petition received from property-
<br />owners on Ebony Street, requesting street improvements,
<br />see attached. Lucio Gonzales, scheduled to appear for
<br />the petitioners, was not present. Counci Imen consulted
<br />the City map. Alderman Whittenberg commented that all
<br />the streets in that area need paving. The Mayor said
<br />the City Manager had investigated and found the main
<br />problem to be drainage. Isom Hale's report on the sur-
<br />vey and planning had shown the need for drainage work in
<br />that area of the City. Alderman Damon moved that action
<br />by the Counci I be postponed for the present. Alderman
<br />Froh said: "I wouldn't postpone it - let's not turn them
<br />down" . A I derman Wh ittenberg rep lied: "We are not turn-
<br />ing them down; we're doing something better for them if
<br />we correct the drainage problem before paving." Dr. Pool
<br />seconded the motion and on rol I call, the fol lowing vote

<br />The Mayor said Ruben Ruiz had requested the Counci I to
<br />authorize installation of street lights at three inter-
<br />sections on Patricia Drive. Mr. Ruiz had stated that
<br />there were transformers at those locations. Alderman
<br />Whittenberg moved that the Counci I request LCRA to in-
<br />stal I street lights on Patricia Drive at the intersect-
<br />ions of Broadway, Parker and Candlelight. Alderman Pool
<br />seconded the motion and on rol I cal I, the fol lowing vote
<br />was recorded:

<br />The Mayor declared the motion carried.

<br />The Mayor announced that Don Brod of Aquati c Sports, Inc.,
<br />had asked to be placed on the Agenda. Copies of a pro-
<br />posa I for cons i derat i on of the Counc i I had been prev i ous-
<br />Iy distributed. Mr. Brad introduced his attorney, George
<br />Willis, III, of EI Campo. Mr. Wi I lis referred to the 1965
<br />Water Safety Act (HB 69), see attached, and requested the
<br />Counci I to pass an ordinance designating a certain portion
<br />of Spring Lake as a legal area for swimming, fishing, etc.

<br />Jack Clark, recognized by the Mayor, made an appeal for
<br />protection of Aquarena's interests on Spring Lake as one
<br />of San Marcos' most important industries and tourist attract-
<br />ions. His prepared statement is attached. Five other men,
<br />stressing different aspects of the problem, spoke on behalf
<br />of Aquarena's interests: F.N. Mauldin, Don Ennis, J.B. Roberts,
<br />Robert C. Van Gundy, and Pau I Dreh'. Mr. Drew presented I
<br />for Counci I consideration an ordinance making it Run lawful
<br />to swim, dive, skindive, scuba dive, bathe, wade, go into,
<br />or be (other than in a boat) in, on, upon, or under the
<br />waters of Spring Lake..."
<br />John Stokes, recognized by the Mayor, asked the Counci I
<br />what action it proposed to take about his neighbor upriver
<br />dumping grass cuttings in the San Marcos River which float
<br />down and lodge in his yard. He said he would give the
<br />Counci I time for due deliberation, but would like a ruling
