Younger, Jr. <br /> <br />I <br /> <br />The Mayor called the meeting to order at 1:00 p.m. <br /> <br />I <br /> <br />J . T. Ban i ster, LPA Director, gave the background on the <br />pi anni ng of a GNRP and theR i vel" Project.. He recalled that <br />at a previous meeting, open to the publ ic, the Planners had <br />presented a concept of the General Neighborhood Renewal Plan <br />and the River Project. Mr. Banister introduced Mr; Green, <br />who showed maps with revisions .made as an outgrowth of the <br />first meeting. Ke indicated that certain decisions must now <br />be.made before plans moved into another stage of development. <br />Mr. Green sa i d the two i mmedi ate objecti ves were to prepare <br />the plan so ~hat Mr. Banister could make application for the <br />GNRP, with a target date of October I, 1966. Th i s wou I d con- <br />st i tute a general land use p I an. The th i rd stepwou I d be est i - <br />mating costs, relocation of fami lies, etc. When .the appl ication <br />is submitted .around OCTober I, Mr. Green said, the Counci I would <br />be asked to pass a Resol Lit i,on sett i ng forth the goa Is. Before <br />that~ime, however, a general agreement must be reached, so that <br />the Planners may proceed along .the lines .the Counci I wishes. <br />When the subject of "credits" was introduced by J.B. Roberts, <br />Chairman of the Planning & Zoning Commission, Mr. Mok explained <br />what constitutes a credit under a GNRP. He said: "It is a <br />tremendous advantage to parley every dollar spent in public works <br />within the project area into credits." <br />Mr. Mok introduced the subject of the planned boulevard through <br />the River Project. l1e said members of their. firm apent a week <br />in San Marcos, working from 8 a.m. to I I p.m., studying al I <br />aspects of the ,community. They realized that the River was one <br />of San' Marcos' ch i ef assets, and they had suggested in' the i I" <br />original concept that the boulevard come off I 35 on the east <br />side of the River. He made it clear the Planners were not <br />adamant on the point, but explained why they had planned it. <br />
