Among others who spoke to the question were <br />Mrs. Buford Williams, Mrs. Tom Brasher, Jay levin, <br />Elwood Soechting, Mrs. Rudolph Kirk. H. Garland Stokes, <br />recognized by the Mayor, said he had talked to Bishop <br />Reicher right after he came back from Rome. He quoted <br />the Bishop as saying "St. John's is a poor parish". <br />"And yet", Mr. Stokes said, "they want a $50,000 view. <br />I wi I I give the City $50,000 for the 3.62 acres, and I <br />Ivi II give the Church $100,000 for a strip next to it, <br />and put a $1,000,000 on the tax rolls with a shopping <br />center." Further discussion ensued. The Mayor said <br />he felt it was a decision the Counci I should make, and <br />not refer it to a vote of the people. Alderman Korff <br />said: "Mayor, I believe you are on St. John's Board, <br />and Mr. Froh is a member of St. John's. I think you <br />should both disqualify yourselves on this." The question <br />being called for on the motion to refer the matter to the <br />people, the fol lowing vote was recorded: <br /> <br />AYE: <br />NAY: <br />ABSTAIN: <br /> <br />Korff, Whittenberg <br />Damon, Pool <br />Froh <br /> <br />The Mayor disqualified himself from voting to break the <br />tie, and the motion was ruled defeated. <br /> <br />I <br /> <br />Dr. Jean Smith, Chairman of the Recreation Counci I, came <br />before the City Counci I with a recommendation for the <br />Summer Recreation Program. Alderman Pool moved that Dr. <br />Smith's recommendation be accepted, and that thre City <br />sponsor only a swimming program at City Park this year. <br />Alderman Whittenberg seconded the motion and on rol I call <br />the fol lowing vote was recorded: <br /> <br />AYE; <br />NAY: <br /> <br />Damon, Froh, Korff, Pool, Whittenberg <br />None <br /> <br />The Mayor declared the motion passed. <br /> <br />Dr. Smith said the Recreation Counci I had been approached <br />several weeks previously by Mrs. Margaret Herrera, Director <br />of Community Action Program, to plan a year-round recreation <br />program for San Marcos. She recommended that the Counci I <br />authorize the Recreation Counci I to work out a program under <br />"CAP". Dr. Smith explained that if an application were made <br />for such a program under OEO. the cost would be on a 90% I 10% <br />basis, with the City furnishinB the 10% "in kind", with no <br />cash outlay. Alderman Damon moved that the Counci I authorize <br />Dr. Smith and her group to further. investigate the possibi li- <br />ties of a year-round recreation program under the Office of <br />Economic Opportunity. Dr. Pool seconded the motion, and on <br />roll call, the following vote was recorded: <br /> <br />I <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Korff, Pool. Whittenberg <br />None <br /> <br />The Mayor declared the motion passed. <br /> <br />Dr. Smith asked that the same amount that was al lotted <br />in the 1964-65 budget be included for the Recreation Program <br />in the new budget, and that the Counci I authorize the Rec- <br />reation Counci I to deal with the public school system on use <br />of their faci lities for the year-round program. The Counci I <br />agreed, by common consent. <br />
