Alderman Pool <br />moved acceptance of the Hale Report, and approval of <br />necessary Resolutions. Alderman Korff seconded the <br />motion and on rol I cal I, the fol lowing vote was re- <br />corded: <br /> <br />AYE: <br />NAY: <br /> <br />Froh, Korff, Pool, Whittenberg <br />None <br /> <br />I <br /> <br />The Mayor declared the motion carried. <br /> <br />Fiscal Agent Gene Rburke, of Ranson & Company, gave <br />an informal report on the City's fina~~al potential. <br />He explained that the present discussion could not <br />be called even a "preliminary report", but was the <br />result of his first conferences with the City Manager, <br />the Tax Assessor-Co I lector and the engineers of Isom <br />H; Hale & Associates. He stated he had found everyone <br />most cooperative and wel I-informed. Mr. Rourke said <br />the City's financial problem lies in its tax structure. <br />He recommended that the Ci*y contact professional tax <br />firms, who would send representatives, at no cost to <br />the City, to discuss tax equalization. After thorough <br />discussion of the recommendation, Alderman Pool moved <br />that the Counci I interview representatives of five or <br />six professional tax evaluation firms, at no obligation <br />to the City. Alderman Korff seconded the motion and <br />on ro II ca II, the fo II owi ng vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Froh, Korff, Pool. Whittenberg <br />None <br /> <br />I <br /> <br />The Mayor declared the motion carriad. <br /> <br />The Mayor introduced a discussion on City tax discounts. <br />Alderman Korff questioned Tax Assessor-Co I lector George <br />Reed about the amount discounted annual Iy. Mr. Reed <br />said: "Roughly, $5,000". After discussion on this mat- <br />ter, Alderman Froh moved that the City cease giving tax <br />discounts. Alderman Whittenberg seconded the motion <br />and on rol I call, the following vote was ~ecorded: <br /> <br />AYE: <br />NAY: <br /> <br />Froh, Korff, Pool, Whittenberg <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />The Mayor recognized Dr. Emmie Craddock. She asked the <br />Counci I to consider appointihg a Park Beautification <br />Committee, or to authorize the Park Board to appoint <br />such a commifte~ to study beriutification. Dr. Crad- <br />dock said auch a committee should have a budgetriry <br />allowance. The Mayor said Mr. Beckwith, iri charge of <br />I andscap i ng courses at Gary Tra i ni ng Center, had offer- <br />ed the services of Job Corpsmen on landscaping pro- <br />jects for the City. Alderman Whittenberg mov~d that <br />Dr. Craddoc~'s suggestion be fol lowed and that kuch a <br />committee be appointed, SO that if GqryCorpsmen were <br />uti lized, the beautificatio~ committee c~uld givedir- <br />ection to the work.
