This requirement shall apply to, but not be limited to the following: employment, upgrading, demotion, or transfer; recruitment or recruitment advertising; layoff or termi- nation; rates of payor other forms of compensation; and selection for training, would be covered by Executive Order 10925 (March 6, 1961) or Executive Order 11114 (June 22, 1963), the Contractor shall in- clude the equal-employment clause specified in section 301 of Execu- tive Order 10925, as amended. 12. DISCRIMINATION PROHIBITED. No person in the United States shall, on the ground of race, creed, color, or national origin, be excluded from participation in, be denied the proceeds of, or be subject to discrimination in the performance of this Contract. The Contractor will comply with regulations promulgated by the Director of OEO, with the approval of the President, pursuant to the Civil Rights Act of 1964 (45 C.F.R. Part 10IO). 13. POLITICAL ACTIVITY PROHIBITED. None of the funds, materials, property or services contributed by the Agency or the Contractor under this Contract shall be used in the performance of this Contract for any partisan political activity, or to further the election or defeat of any candidate for public office. 14. COMPLIANCE WITH LOCAL LAWS. The Contractor shall comply with all applicable laws, ordinances, and codes of the State and local governments. IS. RELIGIOUS ACTIVITY PROHIBITED. There shall be no religious worship, instruction or prose1ytization as part of or in connection with the performance of this Contract. 16. REPORTS AND INSPECTIONS. The Contractor shall make financial, program progress, and other reports as requested by the Agency or the Director of OEO, and will arrange for on-site inspections by Agency or OEO representatives at the request of either.
