After adding the approximate cost of the City's share in the improvements, it was agreed to ask for approv- al of a $2,585,000 bond issue. The City Manager and the Fiscal Agent discussed the tax structure necessary to meet the coming year's budget, and the financial potential after the Tax Evaluation program is completed. Mr. Klotz talked about effective ways to "seJI" the bond issue to the qualified voters. He said they should be approached on the basis of three points: Need, Finance {1 Project. He laid great stress on having an architect's drawing or "picture- to give people some idea of how a bui Id- ing would look, and how it would be uti I ized. After much discussion, AI~~rman Damon moved that the City Manager be authorized to request Lockwood, Andrews {1 Newnam to employ an architect to prepare drawings of a Fire Station, City Hall and Civic Center, the cost not to exceed $/500; that the engineering fi!'m be auth- orized to pursue further study of the prelimina!'y plan fo!' sewage disposal, the cost not to exceed $1000; and to make application to the State for a permit for addit- ional disposal faei lities. Alderman Korff seconded the motion and on roll cal I, the fol lowing vote was recorded: I AYE: NAY: Damon, Ko!'ff, Whittenberg None The Mayor declared the motion carried. Mr. Klotz sajd one person should be designated to act for the City in matters dealing with Federal aid, and that it was customa~y for the Ci~y Manage!' to be that person.
