Mr. Klotz talked <br />about effective ways to "seJI" the bond issue to the <br />qualified voters. He said they should be approached <br />on the basis of three points: Need, Finance {1 Project. <br />He laid great stress on having an architect's drawing <br />or "picture- to give people some idea of how a bui Id- <br />ing would look, and how it would be uti I ized. After <br />much discussion, AI~~rman Damon moved that the City <br />Manager be authorized to request Lockwood, Andrews {1 <br />Newnam to employ an architect to prepare drawings of <br />a Fire Station, City Hall and Civic Center, the cost <br />not to exceed $/500; that the engineering fi!'m be auth- <br />orized to pursue further study of the prelimina!'y plan <br />fo!' sewage disposal, the cost not to exceed $1000; and <br />to make application to the State for a permit for addit- <br />ional disposal faei lities.
