He said
he felt it was premature to make the exchange of prop-
er~y wi~h Mr. Storey at this time, and release the bui Id-
ing permit. UMy point is this"r Mr. Damon said. "If we
hire PI aJI,ners to do a job for Urban Renewa I, whY can't we
al I be a little patient until they have come up with a

f.inal plan?" Alderman Korff asked Urban Renewal person-
nel present how long it wi I I take the Planners to final-
i;z;e the i I' plans. Jim Brown answered: nTh i rty to sixty I
days - the firm has worked ahead of schedule". Mr. Whitt-
enberg said: "The Planners said their plans were very
flexible. If all we're asking is that this road be chang-
ed twenty-five feet..." Alderman Froh asked Mr. Storey
when: he anticipated building his service station, if
given the bui Iding permit. Mr. Storey said it should be
finished in 3 to 4 months, he hopedr in January. He added:
"I have been waiting nine months. If you'll check your
minutes you'll find I was promised a definite answer in
90 days. That was six months ago." Garland Stokes was
recognized by the Mayor. He said he was on the Counci I
when Urban Renewal started. At that time, there was no
possibi lity that the College would get the Federal Fish
Hatchery property, and the C.M. Allen Boulevard was plan-
ned to come down Union Street, cross Colo~ado to Olmos
Dr i ve. The unexpected acqu i sit i on' of the Fish Hatchery
property by the College changed the whole plan. He saidf
"This was not deliberate on anyone's part. It's a quest-
ion of the facts of life changing the picture", After an
hour's discussion ~nd reiteration of the many facets of
the problem that had been discussed for mOhths, Alderman
Korff moved that the motion to adopt the ordinance be I
tabled until, (I) a full agreemen(t)of the Planning & ,
Zoning Commission. 15 confirmed; 2 boundaries of the
present project are set; and (3) the new C.M. Allen Drive
is located in its final stage and approved by City Counci I.
Alderman Damon seconded the motion.. Mr. Whittenberg said:
"We discussed this an hour and a half at the last mee~ingr
and led Mr. Storey to believe we were going to give him a
perm it. The vote on the quest i on was 4 to ,rr. Mr. Storey
said:nl think nihe months is enough time for the Counci I
to make a decision. I was told at the last meetitlg that
you were will i ng to go ahead with my proposa I . I got a
surveyor and got Mr.. Wa I ker to draw up the papers, as you
voted to do". The Mayor said; "We have discussed this from
every angle. Are we ready for a vote on the motion to table?"
On roll call, the following vote was recorded:

AYE:
NAY:

Damon, Korff, Pool
Frohr Whittenberg

The Mayor declared the motion carriedr and the motion to
adopt the ordinance tabled.

The Counci I ~ave common consent to the Mayorr~ reappoint-
ment of Thomas Colgin and Jerry L.
