The Minutes of September 26 & 27 and October 3, 1966 were approved as presented, on motion of Alderman Damon and second of Alderman Froh. Dr. Pool introduced and r.eadaloud a Resolution authorizing the City Manager to subm i t .t.he 1966 Workab I.e Program to the Office of Housing and U1rban Development fur certification. The Resolution, attached as a part of the Minutes,was discussed. Alderman Damon moved approval of the Resolution. Alderman Wh ittenberg secohded the mot i on and on roll ca II, the fo II ow i ng vote was recorded: AYE: Damon, Froh, Korff, Whittenberg NAY: None The Mayor Pro Tem declared the motion carried and the Resolution Passed and Approved. I James Cole, representative of Lockwood, Andrews & Newnam, co ills u I t i ngeng i neers for the Ci ty, appeared before the Counc i I and request~d authorization to begin work On the sewage treatment improvements. Alderman 'Whi ttenberg moved that the Counc i I authorize Lockwood, Andrews & Newnam to begin the design phase of work on the ~ewage Treatment Plant improvements; and to author- i ze Lockwood ,,>,Andrews& Newnam to subm ita reque:st for sewage plant improvements to the State Water Pollution Control Board.
