<br />spec i a I meet i ng, december 14, 1966 <br /> <br />page two <br /> <br />Mr. Klotz reviewed the scope of a Comprehensive <br />Plan, and explained the part that State and <br />Federal assistance would play in developing it. <br />He said the Planners would give four interim <br />reports, and would require a minimum of ten <br />meetings a year with the Counci I. He discuss~d <br />the basic cost factors of City, State and Federal <br />participation, and outlined alternate plans "A", <br />"B", and "CO for consideration of the Counci I. <br />After thorough discussion, Mr. Klotz recommended <br />the Counci I choose Plan "A", which would obligate <br />the City to an expenditure of $10,167. First step <br />toward implementation of the program would be to <br />accept Lockwood, Andrews & Newnam's proposal for <br />preparation of a Comprehensive Urban Plan, fol low- <br />ed by approval of a Resolution, asking the Texas <br />State Department of Health to arrange for Federal <br />ass i stance in the sum of $18,000, in the preparat i on <br />of a Comprehensive Urban Plan~ Mr. Klotz handed <br />the Mayor a Letter of Proposal, which Was read <br />aloud. Lockwood, Andrews & Newnam's proposal for <br />providing the outl ined services stipulated a fee <br />of $25,476, see attached letter. After discussion, <br />members of the Planning and Zoning Commision with- <br />drew for a private conference, returning to give <br />unanimous support to acceptance of the proposal and <br />approval of the Resolution.
