Tommy Ruth Bal I, Minister of the Assembly of God Church,
gave the Invocation.

I

The Minutes of the January 30, 1967 Minutes were presented for
approval. Alderman Froh cal led attention to a~ error at the
bottdm of ~age one, and an omission on ~age five. On page one,
the Minutes statedinriorrectly that Mr. Froh had read the Ordi-
nance and moved its ~doptirin. The corrected sentence should read:
"The Mayor introduced an ordinance.... Mr. Froh moved its adoption."
On the second point, Mr. Froh ask~d that hi~ remarks at the
January 30 meeting in reference to the Brooks Holman matter be
included in the Minutes, in order to explain his vote of "Nay" on
the motion to pay Mr Holman the amount due. The City Secretary
made a note of the correct i on and om i ss i o,n and sa i d she wou 1 d
bonsult with Mr. Froh further, the wording of the latter. On
mot i on of Dr. Poo I, the M i niJtes wer,e approved as corrected.

I

Mrs. G~n~ Scrutchin, Pr~siderit of the Library Board, and Mrs.
Adah May Obenhaus, Li brari an, came befor'e the Counci I to report
the i r attendance at the Comni i ssi oners Court that morn i ng. The
City Manager explained that the St~te Lib~ary had notified
the local Library that it would withhold the promised $3,000 in
processed books unless the Hays County Commiss~oners met their
ful I obligation of $4900 for the Hays County Bookmobile. Copy of
the telegram to that effect is attached as a part of the Minutes.
It was explained that the Bookmobile was cut from $4900 to $3000
in the Hays County Budget, leaving $1900 short 'of the required
amount to operate the facil ity for the coming year. The City
Manager recommended that the Counci I authorize $1,000 of the
book fund diverted to the Bookmobile operation, provided that the
County would supply the other $900. He said it~ould, in effect,
be "trading $1000 for $3000". Mrs. Obenhaus brought out that
the $3000i n processed books actual.ly amounted to more than
$3000 value" since the local Library does not have an adequate
staff for processing books. The Bookmobile carries 10,000 books,
whi Ie the Library has only 6,000 ; the Bookmobile serves local
peop I e as we I I as the rural areas of Hays County. Mr. Wo I ff sa i d
