Mrs. Scrutchin said the State Library would <br />have to approve this method of financing, if agreed <br />upon by the City and County. After thorough discuss- <br />ion, Alderman Pool moved that the Library Board be <br />authorized to divert $1,000 of the $3,000 in capi- <br />tal outlay for books in the Library budget, as a <br />donation to the operation of the Hays County Book- <br />mobile, provided the Hays County Commissioners <br />supply the remaining $900 necessary. Alderman Damon <br />seconded the motion and on roll call, the following <br />vote was recorded; <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Korff, Pool <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />The Mayor introduced two representatives of signal <br />light compariies that had been requested to make traffic <br />surveys of do~ntown San Marcos. Douglas Byrne rep- <br />resented "Signal Engineerin~" and David Stroffol ino, <br />"Econolite". Mr. Byrne said San Marcos' traffic con- <br />gestion could be reduced to four factors; <br />I. Too many vehicles <br />2. Pedestr i ans <br />3. Parking <br />4. Antiquated signals <br />Problems relating to the first three could only be <br />reduced by changing the fourth to "improved signal <br />I ighting". Two types of signal I ighting were explain- <br />ed by the engineers, prices ranging from $25,000, up. <br />The benefits of declaring one-way traffic on either <br />Guadalupe or LBJDrive were discussed at length with <br />both engineers. The Mayor reminded the Counci I that <br />the State Highway Dept. wou I d have to be consul ted <br />before any action could be taken on one-way traffic <br />on Guadalupe. In addition to the Highway Department, <br />Mr. Serur said he felt the Planning & Zoning Commiss- <br />ion, the Citizens Ad~isory Committee and other civic <br />gr"oups shou I d be consul ted. Mr. Damon sa i d the Chamber <br />of Commerce should be included. Dr. Pool expressed <br />the opinion that the Counci I should proceed with the <br />project without delay. After thorough d~scussion of <br />the aspects of i nsta 1.1 i ng a new signa I light i ng sys- <br />'tem,the City Manager was directed to arr.ange a meet- <br />ing with the Highway Engineers and other mentioned <br />groups. <br /> <br />Lewis Haynes, Volunteer Fire Chief, appeared before <br />the Council to recommend pur6hase of a site at the <br />corner of Hopkins and Blanco for the proposed new <br />fire station. The property is valued at $11,000. <br />Mr. Haynes said a number of sites had been under <br />study and his recommendation had the endorsement of <br />the officers of the Volunteer Fire Department. The <br />site had also been ,approved'by the State Fire Commiss- <br />ion. Alderman Froh.moved that the Council approve <br />purchase of the sLte at the northwest 'corner of Hop- <br />kins and Blanco. Alderman Damon seconded the motion. <br />In the discussion which fol lowed. Chie~ Haynes stated <br />that 75% of the fires the past ten years had been in <br />the south part of town, easi Iy accessible from the <br />chosen site.
