INCLUDING SALA- <br />RIES, MATERIALS. SUPPLIES. AND LEGAL AND OTHER NECESSARY <br />GENERAL OPERATING EXPENSES OF SAID CITY; LEVYING A TAX TO PAY <br />INTEREST ON SAID WARRANTS AND THE PRINCIPAL THEREOF AT MATURITY: <br />AND DECLARING AN EMERGENCY. <br /> <br />WHEREAS, the City Council has heretofore determined the advisa- <br /> <br />bility and necessity that certain claims to be incurred for general <br /> <br />operating purposes of said City be liquidated and paid by the issu- <br /> <br />an~e of interest-bearing time warrants of said City payable from an <br /> <br /> <br />ad valorem tax upon all taxable property in said City; and <br /> <br />WHEREAS, in compliance with Chapter 163, Acts of the Regular <br /> <br />Session of the Forty-second Legislature of Texas, as amended, notice <br />of the intention of the City Council to issue such warrants has been <br />published in a newspaper of general circulation published in the <br /> <br />I <br /> <br />City of San Marcos, Texas, for the time and in the manner prescribed <br /> <br />by law, the date set for passing the ordinance authorizing the <br />issuance of said warrants being the 13th day of March, 1967; and <br />WHEREAS, the City Council hereby affirmatively finds and de- <br />clares that no petition of any kind has been filed asking for a <br />referendum election on the question of the issuance of bonds for <br /> <br />such purpose; and <br /> <br />WHEREAS, by reason of the fact that the City Council of the <br /> <br />City of San Marcos considers the passage of this ordinance necessary <br /> <br />for the immediate preservation of the public health, peace and safe- <br /> <br />ty of said City, it is hereby declared to be an emergency measure <br />demanding that the rule requiring ordinances to be read at more <br /> <br />1- <br /> <br />than one meeting of the City Council be suspended, and that this <br /> <br />ordinance shall take effect and be in full force immediately from <br /> <br />and after its passage; therefore, <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS: <br /> <br />Section 1. fuat there shall be issued under and by virtue of <br /> <br />the Constitution and laws of the State of Texas, and more particular- <br /> <br />'\ <br />
