<br />March 27, 1967 <br /> <br />I <br /> <br />Mr Mayor, Gentlemen of the City Council, Mrs. Worrell, and <br />other members of the government of the community of San Marcos, <br /> <br />AS late in time as this presentation comes, the season is <br />fitting. Easter is just past, and we all have celebrated the <br />Resurrection of OUr Lord. We have had a little rain, and the <br />trees and flowers and crops have started their growth. The <br />children will be back in school tomorrow, growing, as children <br />do, in intellect, physique, and ferocity. We are all cultivating <br />some sort of garden, relieving by work those three great evils-- <br />boredom, vice, and need. Bere at this green, this verdant time, <br />the Local Public Agency of Urban Renewal is ready to present its <br />Juan Veramendi projection; we offer a way to cultivate the garden <br />of our community: plowing where plowing is necessary; pruning <br />Where pruning is in order; propping up growths that need to be <br />propped; spraying, mending fences, fertilizing: all so that <br />this lovely community may grow in an orderly, productive fashion. <br /> <br />I <br /> <br />The commissioners of this agency have been appointed by this <br />City Council and charged with the responsibility and the privilege <br />of seeking ways to adapt the united States Urban Renewal program <br />so as to solve the unique problems of this unique community. I <br />am the chairman; Mrs. Laura Ramsay is the Vice Chairman: <br />Mr. Jerry Moore, commissioner; Dr. Sidney Edwards, commissioner; <br />Mr. Eliazer Salinas, commissioner. Also involved importantly <br />in the planning have been Mr. Augustine Lucio and Mr. Tommy Colgin. <br />Leading the professional staff of the Local Public Agency is <br />Mr. Jim Brown. The prOfessional planning firm contracted to this <br />Agency is the firm of Morman, Mok, and Green. <br /> <br />The commissioners that I have named have been working with <br />energy--and in good faith--since the inception of the Juan <br />Veramendi project in 1965. Highlights in this work have been these: <br />in January, 1965, the aldermen of the city initiated the program. <br />After interviewing many professional planning firms, this agency <br />contracted with Morman, Mok, and Green on February 16, 1966 to <br />provide all professional advice: engineering in all phases, city <br />planning, and sociological counseling among others. During the <br />contract periOd, the planning firm and the commissioners have met <br />together wi th the various ci tizens of this community. They have <br />met with the City Council five times; <br />They have met with the Planning and Zoning Board three times; <br />They have had three general meetings attended by all government <br />agencies; <br /> <br />I <br />
