<br />Page 2 <br /> <br />I <br /> <br />They have met with or interviewed hundreds of members of this <br />community in at least thirty-six other conferences, all attended <br />by city government agencies; over fifty instances. It thus can <br />be seen that the Agency has not acted alone. It has had the support <br />and advice of professional planners, of the members of the <br />government of San Marcos, of the citizens of San Marcos, of people <br />not affected by Urban Renewal, of the interested and disinterested. <br />And some, I am sure, uninterested. <br /> <br />Quite recently the Local Public Agency accepted the present <br />General Neighborhood Renewal Plan, Project Texas R-90 (G N), <br />which the members of the Council have in their possession. The <br />Planning and Zoning Commission accepted the projection on the <br />same day. The Fort Worth office of Housing and urban Development <br />recently approved the general features of the projection. <br /> <br />And now the agency presents the plan to the city council of <br />San Marcos, the body which must take the next step so that the <br />projection can be implemented; gentlemen: you are the chief <br />gardeners from this point on. <br /> <br />I <br /> <br />The Agency has worked constantly with four principles in mind. <br />I should like to outline those principles, for these principles <br />should govern all future action just as they have governed all <br />past action: <br /> <br />First principle. ~ is need m ~ Renewal m 2S!l~' <br />You are all members for long time of this community, and I do not <br />intend to insult your intelligence by citing the areas of blight, <br />of SlWII, of misuse of land, of eyesore, of property values damaged, <br />of disease. I will cite only the case I know of the lady who was <br />reared in a New England community who burst into tears When she <br />entered her new home--San Marcos--by way of Austin street. <br /> <br />Second principle. The plans Which ~ being presented toniaht <br />~ conceptual; they ~ not definitive. It must be constantly <br />emphas1zea and re-emphasizea that these are concepts. ideas upon <br />which to make definitive plans. Any and all "plans" presented here <br />can be altered up to the time that the City of San Marcos makes <br />application for funds.
