<br />Page 3 <br /> <br />I <br /> <br />When condemnation proceedings come about. reimbursement must be <br />at fair market value. Human values must be considered at all <br />times. Part of the staff of the Juan Veramendi project will be <br />a Relocation Officer, a specialist who is trained to work out <br />human problems in a humane manner. I already have pledged that a key official of the <br />Juan Veramendi project will be a member of the Latin-American <br />ethnic group, a person who understands the needs and problems of <br />the Latin-American community. <br /> <br />Fourth principle. .!!U& will all S2ll money. Yes. I will <br />not go into cost analysis; the Council may ask Mr. Jim Brown later <br />about such costs. I will say that the City of San Marcos will <br />pay something less than a few pennies of every dollar spent. If <br />our friend Jack Woods was offering a hundred and fifty dollar suit <br />for $5.00, every man in this community would be down there trying <br />to get fitted. And I will say this: if San Marcos does not take <br />advantage of the Federal funds available, other communities will: <br />Seguin, New Braunfels, Luling. <br /> <br />I <br /> <br />Gentlemen, I have said enough. Here are our exhibits. OUr <br />model. OUr drawings. Each of you has in your possession the <br />narrative portion of the plan and a model ordinance. I hereby <br />recommend in the name of the Local Public Agency of Urban Renewal <br />that you now adopt an ordinance accepting the General Neighborhood <br />Renewal Plan (Texas R-90), as it relates to the general growth and <br />development of the city of San Marcos. I believe strongly that if <br />this body so acts, the garden of San Marcos will be as lovely as <br />it can be; I believe that business will be improved; I believe <br />that the tax structure will be improved; I believe that from all <br />over the land people will flock to see our home. The advan<t,ages <br />to all citizens of all social and economic levels are too many to <br />here enumerate.
