He eXplained that the Counci I was not <br />comm:ting itself to the cost by adopting the Ordinance <br />under discussion, but approving the concept of a Plan. <br />Bruce Gibson, of the Engineering Department of the <br />Regional Office of Urban Renewal, spoke briefly on the <br />Plan. Alderman Whittenberg expressed concern over the <br />source of the City's share ,of the money to implement <br />theGNRP. Mr. Serur <br />said the City's permit to take water from the San Marcos <br />River might be cancel led, but it seemed favorable that <br />a new permit would be issued for a more realistic amount; <br /> <br />As requested from the Counci I at a previous meeting, the <br />City Attorney had prepared an opinion on a proposal made <br />to the City by Lower Colorado River Authority. The Mayor <br />read the opinion aloud, see attached. D~. Pool cal led <br />attention to the fact that Sim Gideon and two other rep- <br />resentatives of LCRA were present. The Mayor i;'troduced <br />Mr. Gideon, Mr. Umstaddt and Mr. Lucksinger, and asked I <br />Mr. Gideon if,he would like to comment on the proposal. <br />Mr, Gideon explained the proposal, which had been under <br />considerati6n by the Counci I for several weeks. There <br />was ful I discussion. One clause which had been rejected <br />by a majority of the Counci I at a previous meeting relat- <br />ed to the final sentence in the agreement-contract: <br /> <br />"The term of this agreement shal I be extended an <br />additional year for each year in which reduction <br />is al lowed by Authority as set out above". <br /> <br />rL~~ <br />
