He eXplained that the Counci I was not comm:ting itself to the cost by adopting the Ordinance under discussion, but approving the concept of a Plan. Bruce Gibson, of the Engineering Department of the Regional Office of Urban Renewal, spoke briefly on the Plan. Alderman Whittenberg expressed concern over the source of the City's share ,of the money to implement theGNRP. The question ~eing called for, the fol lowing vote was recorded: I AYE: NAY: Damon, Korff, Pool Froh, Whittenberg The Mayor declared the Ordinance Passed, Approved and Adopted. The Mayor introduced two annexation ordinances. Dr. Pool read aloud a~ ordinance annexing a portion of Schul Ie Drive. Alderman Froh moved its adoption. The Mayor reported on the Water Rights Commission Hearing which he attended the previous week. Mr. Serur said the City's permit to take water from the San Marcos River might be cancel led, but it seemed favorable that a new permit would be issued for a more realistic amount; As requested from the Counci I at a previous meeting, the City Attorney had prepared an opinion on a proposal made to the City by Lower Colorado River Authority. The Mayor read the opinion aloud, see attached. D~. Pool cal led attention to the fact that Sim Gideon and two other rep- resentatives of LCRA were present. The Mayor i;'troduced Mr. Gideon, Mr. Umstaddt and Mr. Lucksinger, and asked I Mr. Gideon if,he would like to comment on the proposal. Mr, Gideon explained the proposal, which had been under considerati6n by the Counci I for several weeks. There was ful I discussion. One clause which had been rejected by a majority of the Counci I at a previous meeting relat- ed to the final sentence in the agreement-contract: "The term of this agreement shal I be extended an additional year for each year in which reduction is al lowed by Authority as set out above". rL~~
