Dr. Pool moved acceptance of the petition to annex Lots 505-506, Blk. 34, Westover Addition. Mr. Damon seconded the mot ion and On 1'0 II ca II, the follow i ng vote was recorded: AYE: NAY: Craddock, Damon, Flores, Pool, Serur None The Mayor declared the moti6n carried. The City Manager reported he had assembled all the necess- ary information for passage of an ordinance providing for owner-participation in the cost of paving. He recommended that the program be initiated after a new City Manager assumes his duties. Mr. Wolff announced that the Water Rights Commissi6n had cancel led the water rights permit the City acquired with purchase of the Gi Icrease property. This is a routine matter when the rights are inactive over a per- iod of years. TheCity~anager stated he felt that at such time as the property is developed as a park, a new application to irrigate the park from the River may be fi led. Mr. Wolff presented a recommendation from the Library Board that the City authorize the expenditure of $400 to correct an acousti- cal problem in the Community Room of the Library. Mr. Damon moved that the Counci I authorize the City Manager to advertise for bids on acoustical improvements. Or. The Mayor read aloud a letter from Mrs. Eddra P. Allbright, Co-chairman of the Parks & Recreation Board, see attached. H.Y. Price, jr., Chairman of Southside Community Center Board, spoke in favor of the City's authorizing use of the Gi Icrease property for a Southside Community Center Summer basebal I program. The City Manager said Mr. Price had agreed to set the necessary poles. Mr. Damon mov~d that the City Manager be authorized to make arrangements immediately for the use of the Gi Icrease property by Southside teams; Dr. Craddock seconded the motion and on 1'01 I cal I, the fol lowing vote was recorded: AYE: NAY: Craddock, Damon, Flores, Pool, Serur None The Mayor declared the motion carried. The City Manager asked authorization to finance purchase of the two dump trucks by issuance of time warrants. Common consent was given. The City Manager reported that James Goodwin, architect with Pierce & Pierce, had inspected the City property adj6ihing City Hal I as a prospective site foe the new Fire Station.
