Dr. Pool moved <br />acceptance of the petition to annex Lots 505-506, <br />Blk. 34, Westover Addition. Mr. Damon seconded the <br />mot ion and On 1'0 II ca II, the follow i ng vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Craddock, Damon, Flores, Pool, Serur <br />None <br /> <br />The Mayor declared the moti6n carried. <br /> <br />The City Manager reported he had assembled all the necess- <br />ary information for passage of an ordinance providing for <br />owner-participation in the cost of paving. He recommended <br />that the program be initiated after a new City Manager <br />assumes his duties. Mr. Wolff announced that the Water <br />Rights Commissi6n had cancel led the water rights permit the <br />City acquired with purchase of the Gi Icrease property. This <br />is a routine matter when the rights are inactive over a per- <br />iod of years. TheCity~anager stated he felt that at such <br />time as the property is developed as a park, a new application <br />to irrigate the park from the River may be fi led. Mr. Wolff <br />presented a recommendation from the Library Board that the <br />City authorize the expenditure of $400 to correct an acousti- <br />cal problem in the Community Room of the Library. Mr. Damon <br />moved that the Counci I authorize the City Manager to advertise <br />for bids on acoustical improvements. Or. Craddock seconded <br />the motion and on 1'01 I cal" the fol lowing vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Cr'addock, Damon., F '~ores, Poo I, Serur <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />The Mayor read aloud a letter from Mrs. Eddra P. Allbright, <br />Co-chairman of the Parks & Recreation Board, see attached. <br />H.Y. Price, jr., Chairman of Southside Community Center <br />Board, spoke in favor of the City's authorizing use of the <br />Gi Icrease property for a Southside Community Center Summer <br />basebal I program. The City Manager said Mr. Price had agreed <br />to set the necessary poles. Mr. Damon mov~d that the City <br />Manager be authorized to make arrangements immediately for the <br />use of the Gi Icrease property by Southside teams; Dr. Craddock <br />seconded the motion and on 1'01 I cal I, the fol lowing vote was <br />recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Craddock, Damon, Flores, Pool, Serur <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />The City Manager asked authorization to finance purchase of <br />the two dump trucks by issuance of time warrants. Common <br />consent was given. <br /> <br />The City Manager reported that James Goodwin, architect with <br />Pierce & Pierce, had inspected the City property adj6ihing <br />City Hal I as a prospective site foe the new Fire Station. He <br />asked for additional information, and said he would have a re- <br />port and pre I i m i nary sketches of the bu i I ding in a few weeks. <br /> <br />Mr. Wolff reported that the pump had been installed on the new <br />water wel I; that it was scheduled to be tied into the main the <br />
