Mr. Korff seconded the motion and on rol I cal I, the fol lowing vote was recorded: AYE: Craddock, Damon, Flores, Korff, Pool, Serur, Whittenberg NAY: None I The Mayor declared the Ordiflance Passed, Approved and Adopted. The Mayor read aloud two communications from the Planning and Zoni,ng Commission, signed by J.E. Younger, jr.,Chairman. They are attacihed as a part of the Minut~s. Dr. Craddock requested that Mr. Younger be asked to clarify the last paragraph of the July 26 letter, which read: "The Planning Commission would also like for the City to more actively police the buildings and subdivisions that are outside of the City on a one mi Ie and five mile radius of the City". I Garland Stokes appeared before the Council to petition annexation of property ~omprising a new ~ubdivi~ion~ Hughson Heights. Members of the Councii I examined a plat of the area as Mr. Stokes explained the layout. Avai la- bi lity of City uti lities and the City's particip~tion in the cost of services were discussed at length. Mr. Stokes made reference to provisions of the City's Stibdivision Ordiflance, granting a rebate of 80% of the cost of water and sewer extensions within a new subdivision, payable out of revenue over a 20-year period. This sect~on was deleted by an ameridment in 1964. Mr. Stokes asked that it be re- stored to the Ordinance, and that the City rebate 80% of the cost of water and sewer lines within the subdivision, payable from revenue over a twenty-year period. After a lengthy dis~ussion on probable costs, Dr. Pool moved that the pet~tion for anriexation be accepted, and a further study be made of the City's participation in the cost of uti lities in the subdivision. I Mr. Stokes, was commended by melllbers of the Coulici I for the deve lopment planned in Hughson lie i ghts. Douglas Byrne cifSignal Light Englneering Co. appeared before the Counci I to give a progress report on installation of the City's new traffic I ight sys~em. He recommended that lights at two additional intersections be included in the system, for efficiency and safety. City Manage~ Bean reccimmended that the signa I lights ,at Hutchison and RMI2 and Guadalupe at Cheatham be included in the new system.
