Moore, H.Garland Stokes <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Mayor introduced for further consideration a Resolution <br />ta'bled at a previous meeting. The Resolution pertained to <br />extension of water and sewer lines to subdivisions. Mr. Serur <br />referred to workshops held on theResolu~ion to study a policy <br />for San Marcos. He said the City Manager had investigated the <br />policies of other cities, and found that reimbursement to develop- <br />ers ranged from nothing to 90% of~he cost of laying the lines. <br />He said Mr. Bean had suggested that 50% might be a fair figure. <br />Dr. Craddock said she had given the matter consideration; that she <br />was aware it might be desirable for the City to rebate some amount, <br />but she felt 50% was too high, She moved that the proposed 50% <br />in the Resolution be reduced to 30%. There was no second. <br />Dr. Pool said he had no strong feelings on the matter, but he thought <br />it should be discussed. Mr. Whittenberg said Dr. Craddock's use of <br />the word "rebate" was cor~e~t: that whatever the developer had to <br />spend would be added to the price of the lot. <br />Mr. Korff moved ap'proval of the Resolution as presented, which <br />provides for f'eimbursement of 50% of the cost of the lines to the <br />developer, over a ~eriodof seven years. Dr. Pool seconded the <br />motion, At the request of Councilman Damon, the Resolution was <br />read again. The Mayor said: "You are preparing to vote on a <br />Resolution which will affect future developments. All developers <br />must be treated alike. I urge you to consider this very carefully". <br /> <br />W.S. Rader, local developer, was recognized by the Mayor. He said <br />he felt he was being treated unfairly by the Council; that he had <br />recently made a proposal for development of Tangelwood Two that <br />would be more profitable to the City than ~he present Resolution. <br />Mr. Flores commented that if Mr. Rader had brought a proposal such <br />as the policy contained in the Resolution uhder consideration, the <br />Council would have worked with him on it. Mr. Korff said it might <br />be better ~f each developer made his own deal with the City. <br /> <br />Garland Stokes, developer of ~ughson Heights, said he realized he <br />had brought this matter to a head with his request for 80% reim- <br />bursement. He said he felt it was time for the City to have an <br />orderly policy, and stop making separate deals on water and sewer <br />lines with each developer. Mr, Stokes said that since Mr. Rader <br />had so recently made his proposal to the City, and utility lines <br />were not yet laid, it would seem he should come under the proposed <br /> <br />Resolution, if it were approved.
