Dr. Pool moved that Part 2 of the Ranson proposal be accept- ed, and the Mayor authorized to sign the agreement for the City. Col. lem Belote came before the Council as a member of the Optomist Club to request permission of the Counci I to attach flags on the parking meters in downtown San Marcos. He said his club is contemplating a "flag service", in which business firms would pay $12 a year to.have flags placed in front of the i r doors on nine ho I i days each year. Flags wou I d be attach- edto parking meters by means of a br~cket. The matter was discussed from several angl es. 1 t was brought out that some businesses place flags in front of their offices by standing them upright in holes bored for that purpose in the sidewalk. Mr. Flores expressed pref~rence for this method, even at great- er cost, in order to achieve a more uniform appearance in down- town San Marcos. Mr. Damon moved that the City grant the re- I quest of the Optom<Dst Club to attach flags to the park i ng meters. on designated holidays. Or. Mr. Bean discussed with the Counci I the possibi lityof ac- quiring a 1941 aerial ladder truck which wi Ilbe sold by the City of Austin by sealed bids. He eXplained that by addit_ ion of this equipment to the San Marcos Fire Department, a reduction in the City's key rate would saVe the City about $2500 a year. Mr. Bean explained that it would cost be- tween $8,000 and $10,000 to put the equipment in first class runn i ng order. Th i s cost wou Id be offset in about four years by the reduction in insurance. The City Manager recommended that the Counci I authorize him to entepa bid up to $2,000. Mr. Damon moved that the City Manager be authorized to bid up to $2,000 on the equipment. Mr. Bean discussed with the Counci I the need for a survey of the City's paved streets to determine which streets must be brought up to standard. He suggested that Lockwood, Andrews & Newnam, the City's engineers, be directed to make a prel im- inary survey. Dr. Craddock moved that the City Manager be authorized to direct Lockwood, Andrews & Newnam to make such a survey. Dr. Pool seconded the motion. In the discussion that followed, the City Manager stated that the pre~iminary survey would be made on a per diem basis. At the tIme when
