I Mrs. Tom Brasher, President of the League of Women Voters of San Marcos, came before the Counci 1 to state the League's position on Juveni Ie Delrhquency, Her statement is atta~hed as a part of the Minutes. Mrs. Brasher explained that the League had studied the local situation for a year, and had made some recommendations for i*s improvement. She commend- ed the City for its efforts to improve housing, and to provide more and better recreational faci Ii:ties, and added police protection, Mr. Travis Robhrtsi~representative of R.H, Meeks for development of the Nelson River Property, ca~e before the Counci I. Mr. Roberts requested that the City issue a bui Iding permit for an apartment complex on an I I-acre tract bordered by the Sah Marcos River, Purgatory Creek and Comal Street. He showed an artist's drawing of the plans. The property is in the area designated for the General Neighborhood Renewal Plan. Mr. Whittenberg reminded the Counci I that others had been denied permits for commerciif development on land designated primarily for parks. Jim Brown, Director of Urban Renewa I, stated that unti la pub lie ,hear i ng was held on the River Project, it would be up to the Counci Ito decide on whether the permit should be given. The matter was thoroughly discussed. Dr, Craddock ~oved that the proposal be sent to the Planning & Zoning Commission and the Urban Renewal Board for study and recommendations to the Counci I. A discussion ensued. Dr. Craddock moved that the City Manager study the matter and recommend to the Counci I areas which could be served by the City, and that annexation proceed- ings be started on such properties. Dr. Pool seconded the motion and on roll cal I, the fol lowing vote was recorded: I AYE: Craddock, Damon, Flores, Korff, Pool, Serur, Whittenberg NAY: None The Mayor declared the motion carried.
