For a valuation over One Million Dollars ($1,000,000.00), the fee shall be $757.50 for the first million plus 15~ for each additional thousand or fraction thereof. (b) Moving of Building or Structures. For the moving of any building or structure, the fee shall be $10.00. An extra charge may be made when an escort through the city is provided. (c) Demolition of building or structure. For the demolition of any building or structure, the fee shall be $4.00. Section 5. The public welfare, health and safety being presently endangered due to the fact that the existing ordinances of the City of San Marcos do not afford an adequate and comprehen- sive code governing the construction, alteration, removal, demoli- tion, equipment, use and occupancy, and maintenance of buildings and structures within the corporate limits of the City of San Marcos, therefore, an emergency exists, requiring the provisions of the Charter of the City of San Marcos that ordinarily require ordinances to be read on three several days and that no ordinance shall become effective until the expiration of ten (10) days following the date of its final passage, be dispensed with; thus, this ordinance shall be effective immediately upon its passage by this body and its publication in a newspaper of general circula- tion within the City of San Marcos. Such publication shall be accomplished by a setting out in said newspaper of the caption and the penalties for violation of said ordinance.
