"'-.i

regular meeting, march 25, 1968

page three

The Mayor declared the motion carried.

The Mayor read aloud a letter from J.E. Younger, jr.,
Chairman of the Planning & Zo~ing Commission, requesting
Council approval of a change of-zoning, see attached. No
protest had been raised at the Public Hearing held on
March 19. Mr. Damon moved approval of a change of zoning
from "R-I" (single fami Iy, residential) to "D"(multi-fami Iy)
on the property at 413 Moore Street. Mr. Flores seconded
the motion and on roll cal" the following vote was recorded:

I

AYE:
NAY:

Damon, Flores, Korff, Pool, Serur, Whittenberg
None

The Mayor declared the motion carried.

Eugene Morrow, who lives at 840 Loop Street, came before the
Counci I to ask special consideration on extension of the sewer
I ine to his property. He said, even with participation of his
neighbors, the line would still be within 200 feet of his house.
He felt he shouldn't have to pay for the 200 feet of line.
Present City policy is to extend the sewer line 60 ft.,the
property-owner to pay any further footage required to reach his
trect. The Mayor asked the City Manager for a recommendation.
Mr. Bean said if all adjacent property-owners were wi I ling to
pay the sewer tap, he would report to the Council the exact
footage involv~d.

I

Mr. Damon introduced a Resolution expressing appreciation
to Mark Wh i ttenberg for his fou r years' serv i ce as a Counc i I man,
and moved its approval. As Mr. Damon concluded reading the
Resolution, there was applause from the visitors. Dr. Pool
seconded the motion and on rol I cal I, the fol lowing vote was
recorded:

AYE:
NAY:
ABSTAIN:

Damon, Flores, Korff, Pool, Serur
None
Whittenberg

The Mayor declared the Resolution Passed and Approved, and
added his personal expression of regret that Mr. Whittenberg
wou I d no longer be (ffi the Counci I.

I

The Mayor gave Garland Stokes the floor. Mr. Stokes said he
was there to answer questions. He stated he had borrowed
$250,00 at 7% interest from Gonzales County Savings & Loan Co.
to finance Hughson Heights. He said since there had been a
question raised about the Minutes of the March 21 meeting, he
wanted it known that he wanted everything out in the open,"with
nothing pushed under the rug". Mr. Stokes read the contract
signed on March 21. Some ten citizens asked questions of
Mr. Stokes and Counci Imen, and offered their opinions on the
Council's action. It was brought out that the Resolution setting
a new pol icy on extension of water and sewer lines to subdivisions
was passed in September, 1967, after publ ic discussion at two
Counci I meetings, and publicity through news media.

The meeting adjourned at 9:30 p.m.

-
:c
;)-<
'.2i
'.
