Travis Roberts appeared before the Council to make a new proposal
on behalf of Mr. and Mrs. Reuben Meeks. He said that in return
for a building permit for an apartment complex on Farm Lot 25,
known locally as "the Nelson River Property", Mr. and Mrs : Meeks
would deed a strip ISO feet wide along the River, to the City.
The strip would extend the length of the property, and would be
measured from the west bank bf the River. In addition to the
building permit, there were other stipulations involved in the
gift. These were outlined by Mr. Roberts as 1) the strip ~ould
always be used for a public par~; 2) that a~rang~~ents would be
completed by Jan. I, 1969, and that the City must mow and main-
tain the ISO-ft. strip; 3) that access from the Meeks property
to the pa~k must be granted; 4) that Mr. Meeks be given the first
refusal, if the City granted any concessions.on'the.p~rk p~operty
concerned.
The Mayor said the offer had been discussed by the Council, and
that final boundaries for the park had not been set. Mr. Flores
said that inasmuch as other applicants for building permits within
the GNRP area had been turned down, he didn't feel it would be wise
to give Mr. Meeks a permit to build. Mr. Zavesky said that land
had been long planned for eX~ansion of the park. Dr. Pool agreed.
