I' regular meeting, may 13, 1968 page two Clovis Barker appeared before the ~ouncil as a representative of the Jaycees to request that charges for the use of the ballfields in City Park be waived. He recounted that the Jaycees had spent a considerable amount of money on the fields, the greatest expenditure being a chain link fence. He said the Jaycees felt this entitled them, as sponsors of the Soft Ball teague, to use the fields without charge. Mr. Flores suggesteda compromise on charges might be considered. The matter was discussed. Dr. Pool moved that the City of San I Marcos furnish electricity for adult Softball League games. Mr. Zavesky seconded the motion and on roll call, the follow- ing vote was recorded: AYE: Craddock, Dannelley, Flores, Pool, Serur, Smith, Zavesky NAY: None The Mayor declared the motion carried. The City Manager asked if the policy applied only to the 1968 season, and whether a charge would be made for practice games. Dr. Pool said the intent of his moti on was that' it would apply only to the 1968 season, and only to league and play-off games, and not to practice sessions. The Council concurred. The Mayor introduced an Ordinance, caption oV which follows: AN ORDINANCE ESTABLISHING MINIMUM STANDARDS GOVERNING THE USE, OCCUPANCY AND MAINTENANCE OF DWELLINGS, DWEllING UNITS, AND ACCESSORY STRUCTURES WITHIN THE C.ORPORATE .LIMlTS OF I THE CITY OF SAN MARCOS, TEXAS; ESTABLISHING MINIMUM STAND- ARDS GOVERNING SUPPLIED UTILITIES AND FACILITIES AND OTHER PHYSICAL THINGS AND CONDITIONS ESSENTIAL TO MAKE DWELLING SAFE, SANITARY, AND FIT FOR HUMAN HABITATION; ESTABLISHING MINIMUM STANDARDS ,GOVERNING THE CONDITION AND MAINTENANCE OF DWELLINGS AND ACCESSORY STRUCTURES; FIXING CERTAIN RES- PONSIBILITIES AND DUTIES OF OWNERS AND OCCUPANTS OF DWELL- INGS; CREATING A.BOARD OF HOUSING CODE APPEALS AND FIXING THE DUTIES AND RESPONSIBILITIES THEREOF; AUTHORIZING THE INSPECTION OF DWELLINGS AND ACCESSORY STRUCTURES AND PRO- VIDING FOR THE CONDEMNATION OF ALL BUILDINGS AND STRUCTURES DEEMED UNFIT fOR HUMAN HABITATION AND USE; AND, FIXING PENALTIES FOR VIOLATIONS Councilmen discussed the Ordinance. Building Inspector Jack Major explain~d that an inclusi~e ordinance was needed in order to enforce the code. Councilman Zavesky moved adoption of the Ordinance as an emergency. Dr. Pool seconded the motion and on roll call, the following vote wasrecqrded: AYE: Craddock, Dannelley, Flores, Pool, Serur.
