<br />I' <br /> <br />regular meeting, may 13, 1968 <br /> <br />page two <br /> <br />Clovis Barker appeared before the ~ouncil as a representative <br />of the Jaycees to request that charges for the use of the <br />ballfields in City Park be waived. He recounted that the <br />Jaycees had spent a considerable amount of money on the fields, <br />the greatest expenditure being a chain link fence. He said <br />the Jaycees felt this entitled them, as sponsors of the Soft <br />Ball teague, to use the fields without charge. Mr. Flores <br />suggesteda compromise on charges might be considered. The <br />matter was discussed. Dr. Pool moved that the City of San I <br />Marcos furnish electricity for adult Softball League games. <br />Mr. Zavesky seconded the motion and on roll call, the follow- <br />ing vote was recorded: <br /> <br />AYE: Craddock, Dannelley, Flores, Pool, Serur, Smith, <br />Zavesky <br /> <br />NAY: None <br /> <br />The Mayor declared the motion carried. <br /> <br />The City Manager asked if the policy applied only to the <br />1968 season, and whether a charge would be made for practice <br />games. Dr. Pool said the intent of his moti on was that' it <br />would apply only to the 1968 season, and only to league <br />and play-off games, and not to practice sessions. The Council <br />concurred. <br /> <br />The Mayor introduced an Ordinance, caption oV which follows: <br /> <br />AN ORDINANCE ESTABLISHING MINIMUM STANDARDS GOVERNING <br />THE USE, OCCUPANCY AND MAINTENANCE OF DWELLINGS, DWEllING <br />UNITS, AND ACCESSORY STRUCTURES WITHIN THE C.ORPORATE .LIMlTS OF I <br />THE CITY OF SAN MARCOS, TEXAS; ESTABLISHING MINIMUM STAND- <br />ARDS GOVERNING SUPPLIED UTILITIES AND FACILITIES AND OTHER <br />PHYSICAL THINGS AND CONDITIONS ESSENTIAL TO MAKE DWELLING <br />SAFE, SANITARY, AND FIT FOR HUMAN HABITATION; ESTABLISHING <br />MINIMUM STANDARDS ,GOVERNING THE CONDITION AND MAINTENANCE <br />OF DWELLINGS AND ACCESSORY STRUCTURES; FIXING CERTAIN RES- <br />PONSIBILITIES AND DUTIES OF OWNERS AND OCCUPANTS OF DWELL- <br />INGS; CREATING A.BOARD OF HOUSING CODE APPEALS AND FIXING <br />THE DUTIES AND RESPONSIBILITIES THEREOF; AUTHORIZING THE <br />INSPECTION OF DWELLINGS AND ACCESSORY STRUCTURES AND PRO- <br />VIDING FOR THE CONDEMNATION OF ALL BUILDINGS AND STRUCTURES <br />DEEMED UNFIT fOR HUMAN HABITATION AND USE; AND, FIXING <br />PENALTIES FOR VIOLATIONS <br /> <br />Councilmen discussed the Ordinance. Building Inspector <br />Jack Major explain~d that an inclusi~e ordinance was needed <br />in order to enforce the code. Councilman Zavesky moved <br />adoption of the Ordinance as an emergency. Dr. Pool seconded <br />the motion and on roll call, the following vote wasrecqrded: <br /> <br />AYE: Craddock, Dannelley, Flores, Pool, Serur.
