<br />regular meeting, august 12,1968 <br /> <br />page two <br /> <br />The Mayor read aloud a letter from J.E. Younger, Jr., <br />Chairman of the Planning & Zoning Commission,uaging <br />the Council to reconsider the unilateral annexation <br />ordinance tabled in December, 1967. Dr. Craddock <br />moved that action be delayed until further study of <br />the City's program by the City Manager. Councilman <br />Zavesky seconded the motion, which passed unanimously. <br /> <br />Both letters from the Planning & Zoning Commission <br />are attched and made a part of the Minutes. <br /> <br />I <br /> <br />The Mayor read aloud an Agreement for exchange of <br />land between the City and Mr. and Mrs. .Frank Sharp, <br />to provide a road to the new Waste Water Treatment <br />Plant soo~ to be constructed. The Mayor said this <br />would replace the road previously planned, and that he <br />unde~stood it would be mutually beneficial to both <br />parties. Frank Sharp appeared before the Council to <br />object ,to certain wording in the Agreement, and to in- <br />form the Council that Mr. Cummings would not agree to <br />furnish materials for the ,road unless the road is des- <br />ignated as a permanent road. There was discussion of <br />the point in question. Dr. Craddock moved that action <br />be postponed on approval of the Agreement, pending <br />clarification of the end of paragraph, page two, <br />Section 4. Dr. Pool seconded the motion, which passed <br />unanimously. <br /> <br />Mr. Sharp then requested that his property be connect- <br />ed to City water. He said ,when he gave the easement <br />he asked the then City Manager, W.E. Wolff, about City <br />water, since the line would be within 200 feet of his <br />property, The Mayor told Mr. Sharp that an ~rdinance <br />prohibits furnishing water outside the City Limits, <br />and that the Council would have no authority to set <br />aside an Ordinance. Mr.. Serur said, in any case, they <br />would have to consult the City Manager. Mr. Sharp said <br />he had already discussed the matter with Mr. Bean and <br />received a negative reply, and for that reason, was <br />appealing to the Council to make his case an exception. <br />The Councilco~curred with the Mayor's statement that <br />no exceptions could be made to an Ordinance. <br /> <br />I <br /> <br />The Mayor announced that the City had been authorized <br />to advertise for bids on the Waste Water ~reatment <br />Plant, and that Lockwood, Andrews & Newnam had pro- <br />posed that the opening of bids be set for Sept, 18. <br />Dr. Craddock moved that the Mayor be authorized to <br />advertise for bids on the WasteWater Treatment Plant, <br />the bidscj::o Joe. opened Sept; ;18, 1968. Dr, Pool second~ <br />e,d the motion, which passed un.animously. <br /> <br />The Mayor announced ~hat W.H. Hamilton, Jr. had 'resigned <br />from the Planning & Zoning Commission, because he had <br />moved outside the City Limits. Councilman Dannelley <br />moved that !lavid.Pool be appointed to the Planning & <br />Zoning Commission to fill the unexpired' term 'of Mr.' <br />Hamilton" Councilman Zaveskys,econded t,he moti,on, w'hich <br />passed unanimously, <br /> <br />I <br />
