<br />I <br /> <br />I <br /> <br />I <br /> <br />regular meeting, <br /> <br />september 23, 1968 <br /> <br />E X E CUT I V E <br /> <br />page three <br /> <br />S E S S ION <br /> <br />Kennard Howell of Tobin Research, Inc. appeared before the <br />Council with a written proposal to acquire the approxi- <br />mately 200 parcels of land needed for the Water ~ Sewer <br />Improvement Project. Mr. Howell explained that his firm <br />makes a valuation and appraisal study of the property to <br />be acquired, and furnishes bilingual negotiators to contact <br />ppoperty-owners. Tobin's recommendation was that persons <br />be first contacted by mail. On Mr. Bean's suggestion, the <br />proposal carried a supplement, which provided for personal <br />contact of the property-owner. Merits of both approaches <br />were discussed. Mr. Howell estimated that Tobin's fee <br />wpuld be between $10,000 and $12,000, exclusive of attorney's <br />fees, which will be paid by the City. The City Manager said <br />City Attorney A~bert Walker had recommended Arthur C. Troilo <br />of San Antonio for any legal work required in connection with <br />acquisition of property.
