/ REGULAR MEETING DF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 7, 1968 AND TWO ADJOURNED SESSIONS, NDVEMBER 8, 1968 Present: Mayor Ellis Serur I Councilmen: Emmie Craddock, Ph.D. Ronald J. Dannelley Luciano H. Flores William C . Pool, Ph.D. Hollis W. Smith Jerry Zavesky City Manager City Secretary RichardG. Bean Dorothy O. Worrell Visitors: The Rev. C. Eugene Jennings, Reuben Meeks, Frank Pennington, W.W. Cox, Jim T. Brown, Reggie Smith, Bill Veidt The Mayor called the meeting to order at 7:30 p.m. The Rev. C. Eugene Jennings, Rector of St. Mark's Episcopal Church, gave the Invocation.. The Minutes of. the October 28, 1968 ~eeting were approved as presented, o.n motion of Dr. Pool and second of Mr. Smith. I The Mayor introduced an ordinance a~ending the plumbing code, and an ordinance pertaining to rat~s and poli~ies for water usage. The City Manager explained that both were required in order that the Federal Government might purchase the City's revenue bonds. Caption of the first, which was read in full and is attached as a part of the Minutes, is as follows: AN ORDINANCE AMENDING THE PLUMBING CODE FOR THE CITY OF SAN MARCOS, TEXAS, BY DELHI NG THE PRESENT SUBSECTION 10. ~F SECTION 602. OF CHAPTER 6 OF SAID CODE, AND SUBSTITUTING AN ENTIRELY NEW SUBSECTION UNDER THE SAME NUMBER; AND DECLARING AN EMERGENCY Dr. Craddock moved that the Ordinance be p~ssedas an emergency. Mr. Dannelley seconded the motion and on roll call the following vote was recorded: AYE: Craddock, Dannelley, Flores, Pool, Serur, S~ith, NAY: None The Mayor declared the Ordinance Passed, Approved and Adopted. I Caption of the second Ordinance, which was read in full and is atta~hed as apart of the Minutes, is as fDllows: AN ORDINANCE ESTABLISHING WATER USE CHARGES; REQUIREMENT OF SEPARATE CONNECTION AND METER FOR ALL PREMISES; PRO- VIDING FOR NO USE OF WATER OR CONNECTION TO WATER SYSTEM FREE OF CHARGE; REPEALING ALL ORDINANCES OR RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING A SAFETY CLAUSE: AND DECLARING AN EMERGENCY.
