Dr. Pool said there seemed to
be a contradiction in the two recommendations made by the
Commission. Mr. Dannelley moved that a detailed study of
the Westover Addition be made, and that Chairman Dr. Billy
Hinton be asked t~explain to the Council why there was a
difference in the decisions on requests for annexation
fro~ ~.D~ Adcock and Herbert E. Karren of San Marcos Prop-
erties. Mr. Flores seconded the motion and on roll call
the following vote was recorded:

AYE: Craddock, Oannelley, Flores, Pool, Serur,
Smith, Zavesky

I

NAY: None

The Mayor declared the motion carried.

Herbert Karren of San Marcos Properties, protested the
~ction of the Council in not approving the recommendation
of the Planning U Zoning Commission that his petition for
annexation of two tracts of land on lamar Street be
accepted. He stated that his property could not be classi-
fied as "spot annexation", since it is contiguous to the
City limits and ~omprises several acres. The Mayor replied
that the matter would be studied.

Rodger Zimmerman, attorney representing W.H. Hamilton, Jr.
and Tom Hamilton, made a formal request that the City re~
zone the 10.947 acres owned by his clients from "R-l"
(non -eenforming) to "0" ~ mul ti ~family. He asked that the
Council "untable" the matter, which had been considered'
at a previous meeting. It was ~xplained to Mr. Zimmerman
that the matter had not been tabled, but had been turned
over to the City's engineers a~d planners for a recommend-
ation, which r~commendati&n had not been received.

I

The Mayor extended a vote of thanks on behalf of the Council
to Hollis Smith and Ronald Dannelley, for their excellent
work on the Ambulance Service Committee.

The City Manager ~eported that three bids had be.en rece"lved
On the water and sewer project for Spring lake ~ills Unit 7,
and after evaluation, they had all been found to be excessive.
Mr. Dannelley moved that all three bids be rejected. Mr.
Smith seconded the m~tion, which passed unanimously.

Mr. Smithrnoved that the Council write a fetter to
President-elect Richard M. Nixon, urging that his adminis-
tartion look favorably on continuing operation of Gary Job
Corps Center. Dr. Craddock seconded the motion. Mr. Smith
said he hoped the letter and its intent would have full
support of the Council.
