<br />30. <br /> <br />Regular meeting <br /> <br />March 22, 2004 <br /> <br />Page 2 <br /> <br />Dunbar Center. He encouraged the Council to respect the wishes of the <br />donor of the property to the City for the property to remain parkland. He <br />also stated giving one person exclusive use would be setting a dangerous <br />precedent. 4) Ollie Giles stated she wished to speak on Item #34, a <br />discussion regarding Dunbar Center. She stated the deed restriction was <br />designated parkland and recreation center for the community. She also <br />encouraged the Council to support Item #14, an Ordinance regarding <br />historical landmarks. 5) Amy Kirwin stated she wished to speak on Item <br />#34, a discussion regarding Dunbar Center. She stated she is the Dunbar <br />neighborhood representative and encouraged the Council to deny the <br />Mitchell Center's request for use of the property. <br /> <br />Mayor Habingreither introduced the Staff Report. Mr. <br />received the monthl~ sales tax report for January. <br />tax is up 1.7% compared to January, 2003. <br /> <br />O'Leary stated he has <br />He stated the sales <br /> <br />Mayor Habingreither introduced for consideration approval of one <br />appointment to the Arts Commission. Mr. Thomaides moved to appoint Mary <br />Douthit and Mayor Habingreither moved to appoint Arlis Hiebert. On roll <br />cåll the following vote was recorded: <br /> <br />Douthit: Narvaiz, Thomaides, Mihalkanin, Montoya, Taylor and Diaz. <br /> <br />Hiebert: Habingreither. <br /> <br />Mayor Habingreither introduced for consideration approval of one <br />appointment to the Minority Economic Development and Tourism Development <br />Advisory Board. Mr. Diaz moved to table until the next Regular Meeting <br />scheduled for April 12, 2004, and Ms. Narvaiz seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Habingreither introduced a public hearing regarding an Annexation <br />Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 79.268 ACRES, MORE OR <br />LESS, LOCATED IN THE 5600 BLOCK OF IH-35 SOUTH (H&H INDUSTRIAL PARK <br />TRACT); APPROVING A SERVICE PLAN FOR THIS TRACT; AND INCLUDING <br />PROCEDURAL PROVISIONS. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. No one did, so Mayor Habingreither closed the public hearing. <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A PORTION OF <br />0.14 ACRE TRACT OF PROPERTY LOCATED AT 312 JACKMAN STREET, FROM UM" <br />SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT TO UR-1" <br />
