<br />32. <br />Regular meeting <br /> <br />March 22, 2004 <br /> <br />Page 4 <br /> <br />Mayor Habingreither introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 9 OF THE ORDINANCE ADOPTED ON FEBRUARY 23, 2004, <br />ORDERING A GENERAL AND SPECIAL ELECTION TO BE HELD ON MAY 15, 2004, <br />TO DELETE CERTAIN EARLY VOTING LOCATIONS; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Diaz moved for adoption of the Ordinance on emergency and Ms. Narvaiz <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY. OF SAN MARCOS, TEXAS, <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE BY DESIGNATING THE ALLEYS BOUNDED BY HOPKINS <br />STREET, HUTCHISON STREET, LBJ DRIVE AND GUADALUPE STREET AS ONE-WAY <br />ALLEYS; INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Ms. Nqrvaiz moved for approval of the Ordinance on first reading, and Mr. <br />Taylor seconded the motion. Mayor Habingreither stated a citizen has <br />signed up to speak. Kyle Maysel, of the Downtown Parking Committee stated <br />the Committee recommends this Ordinance. He stated the traffic flow in <br />the parking lot disaster and is dangerous for pedestrians. He stated the <br />committee also recommends all the alleyways between LBJ and Guadalupe <br />change to one way. He encouraged the Council to adopt the Ordinance. Mr. <br />Diaz stated after reviewing the recommendations from the committee, he <br />would support the Ordinance. Ms. Narvaiz stated the Main Street Advisory <br />Board supports this Ordinance. Mr. Thomaides stated originally he was <br />against this Ordinance, but he did not have all the background <br />information. The Council then voted unanimously for approval of the <br />Ordinance on first reading. <br /> <br />Mayor Habingreither introduced for consideration approval of minutes of <br />the Regular Meeting held March 8, 2004, approval of three Ordinances on <br />second reading, one Ordinance on third and final reading, adoption of <br />thirteen Resolutions and approval of Change Order No. 1 of a construction <br />contract with Joe Bland Construction, L.P., in the amount of $38,028.75 <br />for FM3407 Water and Wastewater Improvements Project for construction <br />additions and changes to the relocation of utilities on Wonder World <br />Drive, on consensus. The Council removed Item 13, approval of minutes of <br />the Regular Meeting held March 8, 2004, Item 17, remove from table and <br />adoption of an Ordinance on third and final reading, and Items 19, 21, 22, <br />24 and 25, adoption of Resolutions, to be considered separately. Mr. <br />Montoya moved for approval of the three Ordinances on second reading, <br />adoption of the remaining eight Resolutions, and approval of Change Order <br />No.1 of a construction contract with Joe Bland Construction, L.P., in the <br />amount of $38,028.75 for FM3407 Water and Wastewater Improvements Project <br />
