IV. That, except as hereby amended, said Zoning Ordinance of May 23, 1966, shall otherwise remain unchanged. V. The public welfare, health and safety being presently endangered due to the fact that the present ordinances of the City of San Marcos do not prohibit backing out of an off-street parking place across a I public sidewalk or into a public street, and do not provide for the temporary location of trailer houses; therefore, an emergency exists, requiring that the provisions of the Charter of the City of San Marcos, Texas, which provide that ordinances to read on three several days and that no ordinance shall become effective until the expiration of ten (10) days following the date of its final passsage, be dispensed with at this time. Thus, this amendatory ordinance shall be in full force and effect from and after the date of the Ie ga I pub I i cat i on of its capt ion and the penalty for its violation one time in a newspaper having general circulation in the City of San Marcos, Texas.
