I The MinutBs of the Feb..uary 24, 1969 meeting were approved as presented, on mot'ionof Dr. Pool, and second 'of Mr. Zavesky. I The Mayor ..ead alnud ~ leiteI' from the City's Planner, Ralph S~ Ellifrit, referring to a request for ..ezoning of a 2.9-acre tract on laniar Street. The letter is attached as a part of the Minutes. The Mayor read a letter from'Dr. Billy J. Hinton, Chairman of th~~lanning & Zoning Co~mission, on the same matter " see attached. Recommendations of the Planner and the Commission appt'oving a change. of zoning: from "R-l" to "0" on the tract were discus'sed. Among those who spoke' to the question from the floor were ~rs. Ruth Thomas, M..~; Keith Hoffman, Mrs, Jo Ann Riley, Mri. Ross Compton, J.B. Robet'ts. former Chairman of the Planning & Zoning Commission, Vernon McDonald, Vinton J. Hartwell, Kenneth Sutton, Travis "fate and Phillip Yochem. Those who protested the change of zoning to allow multi-family construction on the2.9-acre tract on Lamar Street, objected, for the most part, to further congestion of traffic in the area north of the College. Dr. Ct'addock moved that the t'ecommendation of the Planning & Zoning Commission be appt'oved., and the request fbr a change of zoning from "R-l" to "0" on the 2. 9-ac..et..act on Lamar Street be granted. There was no second. Councilman. S!!,i th moved that the ..equest for a change of zoning ohthe 2.9~acre tract on Lamar Street be denied. Councilman Zavesky seconded the motion, and the following vote was recorded: AYE: NAY: ABSTAIN: Smith, Zavesky Cpaddock, Flores, Set'ur, Ponl Dannelley The Mayor declared the motion defeated.
