TEXAS 77903

July 1, 1969

Honorable Mayor and City Council
City of San Marcos
P. O. Box 725
San Marcos, Texas 78666

Attention: Mr. Richard Bean, City Manager

I

Re: PFL-Tex-211
WS-Tex-175
City of San Marcos

Gentlemen:

On June ~, 1969, bids were received for construction of Improvements
to Water and Sewer Systems, San Marcos, Texas. A tabulation of the bids
received is attached to this letter.

The lowest bid received was submitted by George Consolidated, Inc.,
of Houston, Texas. George's low base bid was $2,332,539..90. The second
low bid was submitted by the John Yantis Co. and Norman C.. Harwell, a
joint venture. Their low base bid was $2,826,01~..91. (Both base bid
figures shown have been corrected. There were addition and extension
errors in the Contractor's bid sheets.)

Nineteen deductive alternates were provided by the bidding documents.
These alternates were included in the bidding documents to insure that
the project could be awarded within the funds available. We recommend
that the City of San Marcos exercise its option and reduce the base bid
by deleting all nineteen deductive alternates from the project..

We have checked the financial references and qualifications of
George Consolidated, Inc., and have found that this firm is fully
responsible and capable of performing the work. We have also reviewed
the bid documents, and found that they were accompanied by proper
bid security, and were submitted substantially in accordance with the
specifications..

I

We, therefore, recommend that the construction contract for this
work be awarded to George Consolidated, Inc., of Houston, Texas, on
the basis of his low base bid less all nineteen deductive alternates,
for a contract amount of $1,818,762.3~. Naturally, the award would
be subject to the concurrence of the Department of Housing and Urban
Development.

')
J
