<br />I <br /> <br />Soon after Mr. Morgan was employed to represent the city, <br />he requested that a city employee, experienced in investigation, be <br />assigned to do the base investigation because this type of thing <br />could be done much more ecOMbndcally by a city employee already on <br />the payroll, than by Mr, Morgan. Jim Burwell was assigned to do <br />this work, because of his experience in investigation, and because <br />of hiS knowledge of the problems involved. Mr. Burwell made this <br />investigation, placed it in written form. and submitted it to Mr. <br />Morgan. Mr, Morgan tells me that Mr. Burwell did an exceptionally <br />good job in his investigation, and in making his report, <br />~ <br />During all of the negotiations Mrs, Worrell was in <br />frequent contact with Mr. Morgan, and she followed the proceedings <br />closely. and kept the Council informed as to its progress. Mr. <br />Morgan ,tells me that Mrs. Worrell in this matter displayed unusual <br />ability and extremely good judgment, without which the matter could <br />not have worked out as well as it has, <br /> <br />II <br />I. . <br /> <br />I <br /> <br />All members of the Council I have talked to are extremely <br />distressed about the situation. They all wanted to do everything <br />they could to handle this very delicate situation in the best possi- <br />ble manner. always considering the rights of everyone involved, not <br />only the city, but also the rights of Mr. Hughson, who is a man well <br />~ <br />known/at well loved in this community, and also the rights of the <br />city employees who were involved. <br />Mr. Hughson first estimated his loss at somewhere around <br />$5,000 according to the newspaper article that first came out. Later, <br />Mr. Garrett informed Mr. Morgan that a more detailed investigation <br />indicated that the market value of the cattle that had died would be <br />about $6,000, or a little less. Later, Mr. Hughson stated that <br />several of the cows that had died had young calves and that he was <br />forced to sell these young calves because he could not keep them with- <br />out their mothers. Mr. Hughson stated that this had caused him con- <br /> <br />siderable loss of profits, and that he felt his total damage would <br />amount to about $8,000. <br /> <br />~ <br /> <br />C.v <br />
