NON - CONSENT AGENDA <br />20. Consider appointments to the following Boards and Commissions: <br />A. Human Services Advisory Board <br />MOTION: Upon a motion made by Councilmember Porterfield and a second by <br />Councilmember Jones, the City Council voted seven (7) for and none (0) opposed, to approve the <br />ordinance on the first of two readings. The motion carried unanimously. <br />21. Consider an ordinance amending the City's 2009 -2010 budget to authorize the <br />expenditure of funds for the construction of a ceiling inside the evidence vault of the Police <br />Department in the sum of $8,000.00; and providing an effective date; and consider <br />ordinance on the first of two readings. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Thomason, the City Council voted seven (7) for and none (0) opposed, to approve the ordinance <br />on the first of two readings. The motion carried unanimously. <br />22. Discussion on additional river clean -up and additional mowing and litter control alone <br />the IH35 corridor within the City limits, and provide direction to staff. <br />• <br />Rodney Cobb, Director of Community Services, estimated that $15,000 - $20,000 would fund a • <br />pilot river clean up project from Memorial Day to Labor Day. This would include divers to <br />clean the river bottom and clean the vegetation from the river up to the bank. Funds could come <br />from the Solid Waste Reserve Fund. Council consensus was to proceed with the pilot program. <br />They also requested that this come back to discuss how the City could continue funding this in <br />the future. <br />He next reported that TXDOT will reduce the number of right -of -way cuts from four to two, and <br />they won't begin until June. The number of litter pickups will also be reduced. He has contacted <br />Easter Seals and received some cost estimates. He anticipated needing three — four mowings, <br />depending on the weather, and four — six litter pickups. Council directed staff to proceed. <br />23. Discussion and update from Mayoral Healthy City Task Force, and provide direction to <br />staff. <br />Dr. Randy Rogers, Chair of the Healthy City Task Force, reported their mission was to improve <br />the overweight /obesity problem in the youth of San Marcos and the general health of citizens <br />through physical activity, education and encouraging good nutritional habits. Eight proposals <br />were discussed as a viable starting point. He noted a program developed in Austin that was <br />highly successful in getting young children and parents to exercise. This will requires <br />participation from the school district, university and local sponsors. It would be free to all <br />children. Also, they are recommending a city /school district expansion of interlocal agreements. <br />They want to pursue a childhood nutrition program and support the school district's continuing • <br />RM042010 Minutes Page 6 <br />
