III. <br /> <br /> Guidelines for Growth <br /> <br />A. An analysis of growth and development trends over the past <br /> decade and a comparison of the existing conditions with the <br /> forecasts of the 1970 plan. <br /> <br />B. An analysis of areas of potential growth and development as <br /> determined by the research in the base studies and the trends <br /> analysis. <br /> <br />C. An analysis of housing trends in terms of density of develop- <br /> ment and their impacts on urban form. <br /> <br />D. An analysis of growth management options as possibilities for <br /> influencing urban form. This analysis will include an over- <br /> view of the issues surrounding suburban tract home development <br /> and annexation; downtown revitalization for commercial, office, <br /> higher density residential, and mixed uses; infill development; <br /> neighborhood preservation; and the distinctions between a no <br /> growth policy and a growth management policy. <br /> <br />E. The development of overall goals, objectives, and policies <br /> derived from citizen input and the base studies to set the <br /> tone for decision making and to guide the development of goals, <br /> objectives, and policies for each element of the Master Plan. <br /> <br />IV. <br /> <br />Land Use Plan <br /> <br />A. The development of goals, objectives, policies, and imple- <br /> mentation strategies for residential, commercial, and in- <br /> dustrial land uses based on the previous analysis of the <br /> existing land use, environmental development constraints, and <br /> the other base studies consistent with the overall goals, <br /> <br /> <br />
