C. Gonzalez, ]ts City Manager, duly authorized to act, and FREESE AND NICHOLS, INC., of Austin, Texas, hereinafter called the CONSULTANT. WITNESSETtl, that in consideration of the covenants and agree- ments herein contained, the parties hereto do mutually agree as follows: EMPLOYblENT OF CONSULTANT: The CITY hereby employs the CONSULTANT and the CONSULTANT agrees to provide 'professional services hereinafter set forth in connection with the review and update of San Marcos' Comprehensive Ma~ter Plan and development related ordinances and policies. CtlARACTER AND EXTENT OF CONSUL'['ANT SERVICES: The CONSULTANT shall perform all the necessary servzcos provicted under this Contract in o~der to review, u]~date and modi[y the Compre- hensive Master Plan and develo~)ment related oudinances of the City of San Marcos, Texas. The CONSULTANT will be under the ' direction of the City Mananer or his appointed representative. The CITY will be responsible for coordination and liaison with the Master Plan B].ue Ribbon Con~ittee, the City Council, the Planning and Zoning Comm~.ssion, and the various advisory boards and interest groups. The work to be accoml~lished under this contract is divided into two phases and shall consist of the following: A. PItASE I: A detailed review with input from the CITY of all ex~sting comprehensive plan elements and develop- ment related ot-d_inances and policies, and development of a scope and l)rocedure for the desire{] Ul~date. In Phase I, the following tasks will be accomplished. 1. Develop interim subdivision ordinance. 2. Develop interim zoning or.dinance. 3. Aid the staff in the approval process of 1 and 2.
