Executive Co~ittees Aid the staff in the development of the scope of the master pi_an, schedule, task assignment, and Phase II scope of services. Begin the land use element of the Master Plan by accumulating and/or developing mapping and ].and une informat.ion, and by developing the strategy of the land use survey. Begin the transportation element of the Master PI. an by deve].oping the study strategy and the plan for collection of traffic counts and right- of-way surveys. B. SUI{SEOIII.]NT PIIASE: Upon satisfactory completion of Phase I, a subsequent agreement wi].l be entered into, between the CITY and the CONSULTANT, for the updahe of selected elements Of the Com- prehensive Plan and development related ordinances and policies. Based upon the work done in Phase I, this agreement will also contain an itemized scope of services and a timetable for com- ple tion. 3. COMPENSATION TO TIlE CONSULTANT: A. Basic HinJmum Fee: Because CONSUI.,TANT will be incurring significant start-up costs J_n the implementation of this project, the minimum cqmponsation shall not be less than $50,000 (Fifty Thousand Dollars). B. Phase T: Tl~e tasks Lo be accompli~;hed ~n Phase I, as . listed i~-{ Section 2A of t]]is contract, and as further detailed in the attached schedule of tasks, Iai)el. ed Exhibit A, and any previous work necessary to begin Phase I shall be accom- plished for a fixed fee of $21,600 (Twenty-one Thousand and Six Hundred Dollars). C. Subsequent Phases: The CITY agrees to compensate the CONSULTANT for work on subseq~lent phases in an amount not less than $2fl,400 (Twenty-eiqht Thousand and Four llundred l)ol].ars), tl]p roma]n.i~cI l)al. ance, aft,-r COml)en~ation for Pl]ase I, of the minimum compensation as listed in Section 3A above. D. Time of COml)e. nsation: The CONSUI,TANT may bill the CITY as work progresses in the accomplishment of this project on a monthly basis, such amounts to be due,and payable twenty (20) days after receipt by CITY.
