c) Prepare City standard specifications for construction of waterline; and <br />d) Prepare estimate of construction cost for 12-inch waterline. <br />1.3.16 Provide general notes and technical specifications based on TxDOT and City standard <br />specifications, special specifications, and special provisions and prepare new special provisions <br />or special specifications, as required. <br />1.3.17 Compute estimated quantities for all bid items and estimated cost of construction using <br />current average low bid unit prices from at least two sources. <br />1.3.18 Determine the number of calendar days allowed for the construction contract and prepare <br />a schedule identifying major work items, critical path items, production rates and estimated <br />construction time. Rates will be based on standard TxDOT rates of construction and approved <br />by the City. The Engineer will coordinate the schedule with the City and TxState to account for <br />traffic demands for the university and local residents. <br />1.3.19 Be responsible for the following miscellaneous items: <br />a) Upon City approval, modify City and TxDOT standards for Project application as <br />needed; <br />b) Provide a final CD of all plan files and file name documentation as record of design <br />sent to construction; and <br />c) Submit 30%, 60%, and 100% plan sets and required documentation for each submittal <br />based on TxDOT's PS&E Manual guidelines located on TxDOT's website. <br />1.4 TASK 4 -ENVIRONMENTAL SERVICES <br />The Engineer will: <br />1.4.1 Develop environmental documentation to support a Categorical Exclusion ("CE") <br />following all local, State, and Federal Guidelines. <br />1.4.2 Prepare the CE in accordance with State and Federal laws, rules and regulations including <br />the National Environmental Policy Act ("NEPA") and the requirements of TxDOT and the <br />Federal Highway Administration ("FHWA"), and in accordance with applicable Memoranda of <br />Understandings ("MOU's") and Memoranda of Agreements (MOA's) between such agencies. <br />1.4.3 Review the general scope of the Project and identify known environmental constraints, <br />including issues related to adjacent land uses. In addition, the Engineer will attend one open <br />house meeting or meeting with affected property owners and prepare a CE to include: <br />a) A description of the existing facility, including existing roadway features, traffic and <br />general project setting; <br />14 <br />
