The Engineer will reference all background research, field investigations, report <br />preparation, coordination and findings in the NEPA document. <br />1.4.6 Provide a qualified architectural historian to perform a Historic Buildings and Structures <br />Survey in compliance with Section 106 and Section 110 of the National Historic Preservation <br />Act (36 CFR 800). The Engineer will ensure that identification, evaluation, and documentation <br />tasks will be completed in accordance with the provisions of the Archeology and Preservation: <br />Secretary of the Interior's Standards and Guidelines (48 FR Parts 44716 et seq.; hereafter SOI <br />Standards). The Engineer will perform historic resource studies and will document those studies <br />in accordance with 36 CFR 60 at sufficient levels to satisfy the THC requirements for <br />determining the presence of and documentation of historic resources. Historic resources include <br />buildings, structures, objects, historic districts, or non-archaeological sites that exist in the Area <br />of Potential Effect ("APE") 45 years prior to the estimated commencement of construction. The <br />APE is no more than 150 feet from the proposed ROW. If at any time during the execution of <br />this task, the APE is extended beyond 150 feet from the proposed ROW, the additional studies <br />will be included as additional services. <br />1.4.7 Create a design plan for the reconnaissance survey of the APE titled "Research Design". <br />This Research Design will be revised to reflect comments by the State and THC. The Research <br />Design will include: <br />a) A summary of the historical and cultural contexts of the project area; <br />b) A list of documents, references, and maps to be reviewed to include, but not limited <br />to the Texas Historic Sites Atlas, the National Register of Historic Places (NRHP), <br />the lists of State Archaeological Landmarks (SAL), and the Recorded Texas Historic <br />Landmarks (RTHL), the Historic American Buildings Survey, the Historic American <br />Engineering Study, Texas Historical Markers, and Historic Texas Cemeteries; and <br />c) A commitment to provide a report detailing the results of the reconnaissance survey. <br />1.4.8 The Engineer will conduct a reconnaissance level survey conforming to the methodology <br />outlined in the THC-approved Research Design, along the Project area. The purpose of the <br />survey is to identify the historic resources that are potentially eligible for listing in the NRHP. <br />Such properties will require more intensive survey efforts in order to make a final determination <br />of their eligibility status. The Engineer will systematically examine the Project area for the <br />existence of any pre-1950 properties. If a resource lies outside the APE, but has lands associated <br />with it within the Project area, the Engineer will include it within the reconnaissance survey. <br />The Engineer will photograph all historic properties in color and will assess their integrity on- <br />site. The Engineer will compile data for the preparation of an inventory including site number; <br />address or location; description of property; approximate date; property type, property sub-type; <br />stylistic influence or typology (for vernacular resources); and level of historic integrity. The <br />Engineer will record all sites on a map in the field. <br />17 <br />
