B. Deliberation on offers of possible incentives to entities considering locating or • <br />expanding in the San Marcos community. <br />The Executive Session adjourned at 12:00 midnight on Tuesday, August 5, 2008. <br />4. Reconvene and Consider Action on Item Discussed During Executive Session. <br />The San Marcos City Council reconvened into regular session at 12:00 midnight on <br />Tuesday, August 5, 2008. The following direction to staff was required from Executive <br />Session: <br />Council directed staff to prepare new application procedures for quasi-judicial boards. <br />Council gave direction regarding possible incentives. One item will be brought back to <br />Council at the August 14, 2008 meeting. <br />5. Invocation <br />Mark Brinkley provided the invocation. <br />6. Pledge of Allegiance <br />The assembly recited the Pledge of Allegiance. <br />7. Citizen Comments • <br />Dianne Wassenich, 11 Tanglewood, reported on a movie she watched on PBS about <br />floods by Marshall Fresh. The River Foundation received a copy and will place it in the <br />public library. She stated that city, county and state officials don't understand what this <br />area is about, and we can have a flood four times higher than the 1998 flood. She <br />presented a copy to the City Manager to view and pass on to the Council. <br />Ted Breihan, a San Marcos resident, stated that he is concerned with the cost of the <br />McCarty Lane construction. He noted that tonight's agenda has an item to borrow $7 <br />million for approximately one mile. The first 180 feet is $1 million. He asked how many <br />on the Council have looked at a map showing the road. His other concern was regarding <br />the lack of a permit to attach to 123. He stated that he is concerned with the amount of <br />money the Council is spending on a road without any attachments, except to a few people <br />and locked into certain subdivisions. <br />8. Staff Reports <br />Rick Menchaca, City Manager, provided a summary of incentives approved over the last <br />five years. He also reported on some personnel changes, specifically Richard Mendoza's <br />resignation and Rosie Vela's retirement.
