0 9. City Council Reports <br />CJ Morgan thanked Council and staff for the reception honoring the Student Liaisons and <br />invited everyone to the ACT Community Welcome tomorrow evening. He reminded <br />everyone that the Fall semester will begin soon; thus starting the "rental shuffle". Also, <br />commencement exercises will occur this weekend, and he will be graduating. This will <br />be his last meeting as student liaison and reported that Chris Covo will take over. He <br />remarked that the next few years will be a landmark in community relations for San <br />Marcos, and thanked Council and staff for the opportunity to serve. <br />CONSENT AGENDA <br />10. Consider approval of minutes <br />A. July 15, 2008 Regular Meeting <br />11. Consider adoption of Resolution 2008-105R, appointing Mayor Susan Narvaiz as <br />the City's representative to the Capital Area Metropolitan Planning Organization <br />Transportation Policy Board, and declaring an effective date. <br />12. Consider adoption of Resolution 2008-106R, approving the purchase of a cable <br />puller from Sherman Reilly, Inc. for $61,200.00 for the Electric Utility Department; <br />• authorizing the Purchasing Manager to execute purchasing documents on behalf of <br />the City; and declaring an effective date. <br />13. Consider adoption of Resolution 2008-107_R, approving the terms and conditions <br />of an interlocal agreement with the Capital Area Council of Governments for public <br />service answering points maintenance, equipment upgrade and training; <br />authorizing the Citv Manager to execute this agreement on behalf of the City; and <br />declaring an effective date. <br />14. Consider adoption of Resolution 2008-108R, approving an Election Services <br />Agreement with the Hays County Election Administrator, for her provision of <br />election services for the City's General and Special Election to be held on November <br />4, 2008 and, if necessary, a runoff election to be held in accordance with state law; <br />authorizing the City Manager to execute this agreement on behalf of the City and <br />declaring an effective date. <br />15.
