<br />" <br /> <br />January 8, 1979 <br /> <br />RECOMMENDED CHANGES <br /> <br />The following changes in the Manning Plan for the City of San Marcos are made <br />after much study and eliberation by this councilman. The changes have nothing <br />to do with personalities but are the changes I feel will add to the economy of <br />this City by eliminating unnecessary positions and streamlining departments <br />for more economical and efficient operation. <br /> <br />I <br /> <br />Projected Saving <br />in Salary <br /> <br />23,907.00 <br /> <br />1. <br /> <br />The <br />A. <br /> <br />first areas would be the City Managers Office <br />Personnel would all be under this office and personnel <br />clerk assigned to keep records and other clerical work. <br />The Legal Department would be dissolved and Legal Services <br />provided on retainer. The salaries for Legal at this time <br />are $36,959.00 plus the necessity for hiring outside legal <br />help to defend our City - ie., Baccus Case $2,500.00 for a <br />case that was thrown out before it reached trial. <br /> <br />26,959.00 <br /> <br />B. <br /> <br />The saving could or would be $36,959.00 less $5,000.00 to <br />$10,000.00 retainer. <br />C. Chief Sanitarian - I feel this position could be handled <br />with more efficiency if filled by a full-time sanitation <br />security clerk. We are paying $18,203.00 for part-time and <br />have an L.V.N. working full-time for $10,959.00. <br /> <br />7,245.00 <br /> <br />I <br /> <br />2. Assistant Manager <br />A. I would recommend combining Community Development with position <br />of Assistant Manger and due to the deletion of funds in <br />Community Development would recommend - <br />B. Abolish Rehab Officer 16,295.00 <br />C. Abolish 1 Community Development Specialist and give the <br />duties of inspecting as well as appraising to other specialist. 14,811.00 <br />D. Abolish 1 Public Works Inspector 16,295.00 <br />E. Administrative Assistant <br />I recommend this position devote full-time to ferreting <br />out sources of government grants and preparing applications <br />for these grants and following up on applications. <br /> <br />3. Parks and Recreation 25,000.00 <br />A. I propose this division be combined with Administrative <br />Services with Recreation Director working closely with <br />Physical Education Department of University to have interns <br />as well as P. E. practice teachers to assist in the Recreation <br />program. Administrative is already attending to building and <br />ground maintenance. There would be no need for an Assistant <br />Parks and Recreation Director as well as Building Maintenance <br />Foreman, Superintendent of Parks, and Ground Maintenance Foreman. <br /> <br />When new Recreation Director is hired, I propose this person <br />start at bottom step in salary schedule. <br />
