~

Recommended Salary Changes - January 8, 1979

4

I recommend that after February 1, 1979 all vacation and sick leave be changed
for non-Civil Service Personnel.

I. I recommend all accrued sick and vacation time be frozen and henceforth sick
and vacation must be used or lost. Vacation could be accruable providing vacat-
ion was scheduled and had to be cancelled for convenience of the City. Sick
leave could be accrued but not paid for at termination of employment. Sick
leave would be charged 1/3 to accrued time prior to February 1, 1979; 2/3 to
I accrued time thereafter, unless more of accrued time prior to February 1, 1979
is needed. First priority for promotions should be close study of sick leave
schedule.

II. All compo time would be discontinued unless prior permission is received from
City Manager.

III. All salaries will have one level and bonus will be given by City Manager with
approval of the Council. There will be NO builtin pay raises all salaries to
be stable unless authorized by City Manager with approval of Council.

I
