/

"

January 8, 1979

Observations

3

The following are some observations this councilman has made over the past few
months and I would like to share them with you,

I

1. City Vehicles - I feel the e should be a motor pool concept and all vehicles
should be checked in each night unless employee is on stand-by. This includes
superintendents, foremen, etc. - ALL VEHICLES.
2. Shop hours should be staggered so as to keep vehicles on road in better
condition, i.e. if truck comes in at 4:00 P.M. in need of repair it should be
done at this time.
3. Close study should be made of utilizing City vehicles instead of private
cars for City purposes.
4. ALL PERSONNEL should know and realize that all vehicles, equipment, and
supplies belong to the City and should be utilized to the best interest of City.
S. All supervisory personnel 1 should observe the work habits of the personnel
under their supervision for wasted time while on job - i.e. eating breakfast in
middle of the morning, spending 1 hour or more on coffee breaks, spending 2
hours or more for lunch.
6. All citizens should receive the same service from all departments and
certain service departments not to be used for friends.
7. No employee should leave the City Limits in City vehicle unless special
permission or need arises.
8. All employees should know they work for CITY OF SAN MARCOS and not some
department or individual.

I
