<br />18b <br /> <br />ANALYSIS OF EXISTING ORGANIZATION <br /> <br />I <br /> <br />Initially, an inventory of existing personnel was taken <br />to determine the organizational functions and relationships <br />that existed. This was carried out on a city-wide basis. <br />An analysis was made of current assignments of responsibility. <br />In addition, reporting and work relationships were examined. <br />Essentially, the analysis focused on determining who does <br />what within the organization. <br />This part of the process was carried out through inter- <br />views with directors, department heads, and other employees. <br />Organizational charts were prepared for the existing organ- <br />ization. A review was made of the City's existing job <br />descriptions, personnel and compensation administration <br />plan, salary schedule and physical facilities. <br />A summary of the present City organizational structure <br />is shown in Figure 1 on the following page. As illustrated, <br />the various City functions have been grouped into five major <br />areas which are: administration, public works, public safety, <br />finance and community services. <br /> <br />I <br /> <br />I <br /> <br />-3- <br />
