18b

ANALYSIS OF EXISTING ORGANIZATION

I

Initially, an inventory of existing personnel was taken
to determine the organizational functions and relationships
that existed. This was carried out on a city-wide basis.
An analysis was made of current assignments of responsibility.
In addition, reporting and work relationships were examined.
Essentially, the analysis focused on determining who does
what within the organization.
This part of the process was carried out through inter-
views with directors, department heads, and other employees.
Organizational charts were prepared for the existing organ-
ization. A review was made of the City's existing job
descriptions, personnel and compensation administration
plan, salary schedule and physical facilities.
A summary of the present City organizational structure
is shown in Figure 1 on the following page. As illustrated,
the various City functions have been grouped into five major
areas which are: administration, public works, public safety,
finance and community services.

I

I

-3-
