I

18a

.,

OBJECTIVES

I

The first step in the organizational planning process is
the establishment of objectives. This will provide direction
for organizing.
The main objective of the City of San Marcos is to pro'
vide its citizens with those goods and services which they
desire within the framework of our financial resources. This
is done through the annual budget process. Since the City's
human resources are a large portion of our total budget
dollar, it becomes readily apparent why effective use of
this resource is so important.
In order to accomplish this objective, several guidelines
will be adhered to throughout this study. These are:
(1) The desire of Council to address the long-term
financial problems which are linked to a reduction in the
City's Community Development block grant program.
(2) The desire of Council to keep the City's salary and
pay schedule from becoming a future financial burden.
(3) The desire of Council to maintain a salary and
pay schedule which is fair and equitable to both the em-
ployees and the citizens of San Marcos.
(4) The desire of Council to maintain services at
essentially the same level as are now being provided.

~

- 2.
