<br />I <br /> <br />18a <br /> <br />., <br /> <br />OBJECTIVES <br /> <br />I <br /> <br />The first step in the organizational planning process is <br />the establishment of objectives. This will provide direction <br />for organizing. <br />The main objective of the City of San Marcos is to pro' <br />vide its citizens with those goods and services which they <br />desire within the framework of our financial resources. This <br />is done through the annual budget process. Since the City's <br />human resources are a large portion of our total budget <br />dollar, it becomes readily apparent why effective use of <br />this resource is so important. <br />In order to accomplish this objective, several guidelines <br />will be adhered to throughout this study. These are: <br />(1) The desire of Council to address the long-term <br />financial problems which are linked to a reduction in the <br />City's Community Development block grant program. <br />(2) The desire of Council to keep the City's salary and <br />pay schedule from becoming a future financial burden. <br />(3) The desire of Council to maintain a salary and <br />pay schedule which is fair and equitable to both the em- <br />ployees and the citizens of San Marcos. <br />(4) The desire of Council to maintain services at <br />essentially the same level as are now being provided. <br /> <br />~ <br /> <br />- 2. <br />
