Hopkins San Marcos, Texas 78666 Dear Mayor and Members of the City Council: In November, you instructed me to conduct a study concerning the City's organization structure, including an evaluation and report on the salary and pay schedules. I have completed the first segment of this study concerning the organizational structure of the City. I also have initiated a review of the personnel and compensation administration plan which includes an in depth analysis of benefits to employees. The organizational planning process utilized in this study consisted of six identifiable steps. These were: I (1) The determination of objectives; (2) An analysis of the existing organization; (3) The preparation of a long-term structure; (4) A determination of the method of change; (5) The preparation of phase plans; and, (6) Implementation of the plan. The results of this segment of the study are contained within this report. At this time it is anticipated that the segment deal- ing with salary and pay schedules will be completed within the next four weeks, The segment dealing with employee benefits has been in progress for approximately six weeks and may not be completed until Mayor June. Since this segment essentially encompasses the entire personnel and compensation plan, it is extremely important that suf- ficient time be allocated to its completion.
